Abstract

Commenting on Łukasz Bertram’s book on Polish communists, Kula appreciates Bertram’s efforts in presenting and understanding the communists and their movement. Bertram does not limit himself to presenting solely the facts; he does not judge communism, since a great deal has already been said on that topic. He analyses, or above all takes a good look at, how the communists thought and the conditioning they were subjected to. He creates a picture significantly more complex than that currently functioning in Poland, and skilfully combines the approaches of historians and sociologists. This is a connection worth supporting, and the book in question constitutes a good example of how much it can give.

Abstract

The problem of poor quality of traffic accident data assembled in national databases has been addressed in European project InDeV. Vulnerable road users (pedestrians, cyclists, motorcyclists and moped riders) are especially affected by underreporting of accidents and misreporting of injury severity. Analyses of data from the European CARE database shows differences between countries in accident number trends as well as in fatality and injury rates which are difficult to explain. A survey of InDeV project partners from 7 EU countries helped to identify differences in their countries in accident and injury definitions as well as in reporting and data checking procedures. Measures to improve the quality of accident data are proposed such as including pedestrian falls in accident statistics, precisely defining minimum injury and combining police accident records with hospital data.

Abstract

One of the basic parameters which describes road traffic is Annual Average Daily Traffic (AADT). Its accurate determination is possible only on the basis of data from the continuous measurement of traffic. However, such data for most road sections is unavailable, so AADT must be determined on the basis of short periods of random measurements. This article presents different methods of estimating AADT on the basis of daily traffic (VOL), and includes the traditional Factor Approach, developed Regression Models and Artificial Neural Network models. As explanatory variables, quantitative variables (VOL and the share of heavy vehicles) as well as qualitative variables (day of the week, month, level of AADT, the cross-section, road class, nature of the area, spatial linking, region of Poland and the nature of traffic patterns) were used. Based on comparisons of the presented methods, the Factor Approach was identified as the most useful.

Abstract

Traffic related noise is currently considered as an environmental pollution. Paper presents results of multidirectional study attempting to serve urban traffic without the need to erect noise barriers interfering urban space. Initial concept of the road expansion included construction of 1000 m of noise barriers dividing city space. Improvement in the acoustic conditions after construction completion is possible due to the applied noise protection measures: vehicle speed limit, smooth of traffic flow, use of road pavement of reduced noise emission and the technical improvement of the tramway.

Abstract

Na podstawie przeglądu literatury przedmiotu odnoszącej się do informacji teoretycznych, a także wybranych realizacji, dokonano identyfi kacji kilkunastu koncepcji uspokojenia ruchu tworzonych od lat 20. XX wieku do początku XXI wieku. Celem niniejszej publikacji jest ukazanie rozpoznanych koncepcji w ujęciu chronologicznym, przypisując je do kolejnych okresów planowania miast w omawianym okresie, jak i kolejnych generacji tej grupy koncepcji na tle zmian w zakresie dominacji ruchu kołowego w przestrzeni ulic. Uwzględniono rozróżnienie na koncepcje uspokojenia ruchu dedykowane obszarom śródmiejskim miast oraz obszarom mieszkalnym. Charakterystykę poszczególnych koncepcji omówiono z rozróżnieniem na zagadnienia takie, jak uprzywilejowane grupy użytkowników (którym dedykowana była dana koncepcja), główne założenia i cele koncepcji, maksymalna prędkość pojazdów, udział zieleni przyulicznej, formy i elementy zagospodarowania sprzyjające aktywności społecznej na ulicy. Uzasadnieniem dla takiego podejścia jest postępujący obecnie trend obejmowania obszarów śródmieść strefami ograniczenia ruchu w celu poprawy bezpieczeństwa pieszych, a także deficyt w zakresie udziału zieleni w miastach.

Abstract

The paper outlines the possible repercussions of the strong presence of Islamic representatives in Europe at the beginning of the 21st century. The percentage of Muslims in Europe increased from 2% in 1950 to 6% in 2020. The reception of the new wave of Muslim migration to the Old Continent leads to predictable consequences. Two scenarios can be considered. One of them is the growing perception of the threat from the increasing Muslim population in Europe. Another possible solution is their gradual integration. For both scenarios, clear premises based on known facts, socio-political decisions, ratified agreements and declarations of decision makers are presented. Discussions have been held on the emerging stereotypes that indicate an aversion to the growing presence of Islam on the Old Continent. Practices implemented to integrate the Muslim community have also been presented.

Abstract

Late, unlike heavy, modernity until now has been devoid of any radical project for the future. It rather makes people use a rose‑tinted past to cope with future‑oriented anxieties. Solidarity’s desire for heavy modernity demonstrates that this sickness has been around for a long time. In what ways were the people of Solidarity nostalgic, and how did modernity’s global crisis reinvigorate the “desirable heaviness of being”? “The desirable heaviness of being” depicts the phenomenon of nostalgia for postwar heavy modernity within the early Solidarity movement. The theory of post‑socialist nostalgia highlights the importance of nostalgia for the future‑oriented past of heavy modernity in appraising the system during the Solidarity period. The interplay between Solidarity, late state socialism, and the crisis of heavy modernity exemplifies Eastern Europe’s interactions with globalising economies before and after 1989. The recollections of the August Strike as well as the Solidarity trade union’s programme provide examples for the longing. The links between state socialism and the global crisis of modernity shed light on current reasons for nostalgia, which may be of interest to “rescue history”.

Abstract

The Heptachor (Гептахор) studio was a leading early 20 th-century Russian modern dance school committed to a revival of the art of dance and the development of new forms of musical movement and new concepts of artistic creation. In the years 1914–1934, it was the centre of the Musical Movement dance school, experimenting with a wide range of artistic, educational and therapeutic practices. The aim of the article is, first, to present the history of the Heptachor studio on the basis of the recollections and memoirs of its co-founder Stephanida Rudneva, contemporary documents and archive materials, and, second, to analyze the typical creative process narratives included in those sources.

Abstract

This article offers a reading of the poetry of Krystyna Miłobędzka (who since her debut in 1960 won high acclaim for her innovative, terse verse) from the perspective of everyday life, a sociocultural concept which brings into focus the intersection of the ordinary (the texture of people's daily lives) and activities or ideas that impinge on it. This study examines four such practices in turn. They are writing, movement, sense of place (multiple homes), and relating to the Other. Writing affects the sphere of everyday life presented in the poems in two different ways that can be subsumed under the metaphors of ‘a cage’ and indwelling. The study of movement reveals that it is interconnected with the sacred and the realm of multiple homes. Finally, the sphere of relations with the Other is controlled by metaphors related to hunger, home, sewing and speech. The main aim of the article is to explore the interconnections between these four domains and to demonstrate that the concept of everyday life holds the key to the appreciation of Krystyna Miłobędzka’s poetry.

Abstract

Artykuł przedstawia kulisy powstania tygodnika „Wola Ludu”, organu naczelnego PSL „Piast” wydawanego w Warszawie w latach 1921–1931. Założenie pisma wynikało z walk frakcyjnych wewnątrz stronnictwa między grupami Macieja Rataja, Jana Dąbskiego oraz Wincentego Witosa. Chociaż periodyk stanowił jedno z głównych pism PSL „Piast”, dotychczas nie doczekał się szczegółowych badań naukowych. W ramach pisania artykułu została przeprowadzona szeroka kwerenda źródłowa oparta głownie na pamiętnikach i wspomnie-niach działaczy ludowych, a także analiza prasoznawcza wraz z zaprezentowaniem periodyku na tle innych organów prasowych PSL „Piast”.

Abstract

Marine casualties, at sea or in port waters, are not only caused by large passenger or cargo vessels, which, due to their size, may have difficulty in giving way or stopping safely, but also small vessels such as marine yachts or jet skis, which have a high manoeuvrability but mistakes made when navigating or manoeuvring by the operators of these vessels can be serious. The aim of this article is to analyze the collision of two such crafts in port waters in the aspect of criminal liability of the perpetrator of the accident for causing it.

Abstract

Studencki strajk jesienią 1981 r. był czasem wzmożonej studenckiej aktywności kulturalnej. Powstawały wówczas inicjatywy wydawnicze niezależne od cenzury. W tych też okolicznościach studenci zrzeszeni wokół Lubelskiego Klubu Dziennikarzy Studenckich wznowili „Biuletyn” Informacyjny”, którego pełny tytuł tym razem brzmiał „Biuletyn Informacyjny LKDS. Wydanie Strajkowe”. Postrzegane jako organ SZSP czasopismo nie zawsze było akceptowane przez młodzież skupioną w NZS, a jednocześnie budziło podejrzenia wśród władz PRL.

Abstract

Artykuł poświęcony jest analizie procesu formowania i przekształcania się polskich ruchów miejskich. Autor swoje wnioski wyprowadza na bazie projektu badawczego: „Miejskie ruchy społeczne w Polsce”, w ramach którego zrealizował 30 wywiadów pogłębionych z liderami i liderkami ruchów miejskich z różnych miast. W swojej analizie autor wskazuje na dwie fazy rozwoju polskich ruchów miejskich. Pierwszą formacyjną z lat 2007–2014 zorientowaną głównie na kwestię tzw. wynajdywania miejskości oraz drugą po 2014 roku, kiedy to krystalizuje się tożsamość ruchu społecznego i zaczyna on nabierać charakteru politycznego.

Abstract

This article deals with the influence of the maritime pilot on safety of navigation. The role of the pilot is somewhat marginalized, although his activity is directly related to ensuring the safety of navigation in sea ports, protection of the marine environment and minimizing the risk of collision with ships and port infrastructure. Pilot services have been entrusted to private entrepreneurs who meet certain legal requirements and are subject to supervision by the maritime administration. The article contains a reference to the decisions of the Maritime Chamber in Gdańsk in a case, in which the maritime pilot contributed to an accident in the port of Gdańsk and the analysis of these decisions in the context of the role of the pilot in the safety of navigation in port.

Abstract

The author investigated traffic flow quality on a new 2+1 long road bypass with an exceptionally high share of heavy vehicles in order to assess rational limits of heavy vehicle shares in traffic flow, dependent on the length of the 2+1 road and the number of passing segments in each direction. This paper presents the results of traffic flow quality analyses through the use of empirical and simulation methods for a single 2+1 road segment with additional passing lanes, as well as for the study of the entire section of the bypass – 2+1 road. Variables include analysis of travel speed distribution, platoon traffic, and amount of passing maneuvers. Results show that large passing demands lead to very high speeds (over 100 km/h) on segments with additional passing lanes. The conclusions include remarks related to the use and operation of 2+1 cross-sections with high shares of heavy vehicles.

Abstract

In recent years adverse processes of suburbanization have been observed in cities. It has become a serious challenge for urban and transport planners, as it influences largely the quality of space, the quality of life, and the cost of running the city. This paper is dedicated to travel models in areas serviced by a railway system, and is based on a real-life survey example of the Błonie community, a district belonging to the Warsaw metropolitan area. Research carried out in 2014 focused on combined travels behaviors recorded using GPS locators as well as quantitative research (volumes of users across various transport systems).

Abstract

The Catholic image of Martin Luther in the course of the centuries evolved from the literally negative one during the time of the Reformation and the centuries that followed, through the theological attempts and historically in-depth analyses inspired by the ecumenical movement up to contemporary acceptance of several theological postulates. Contemporary movements of Roman-Catholic thinking of Luther well summarize historically vulnerable and dogmatically deepened opinions of the recent popes: John Paul II, Benedict XVI and Francis. Following the agreement texts of the Lutheran-Catholic Commission at the world forum, ecumenically open popes can find out in Martin Luther a profoundly religious man, the witness of the Gospel whose theological thought is still relevant and a challenge for the presently secularized world.

Abstract

The reconstruction of Francis’ gestures, behaviors, and words in terms of his understanding of the Church is fraught with considerable difficulties. On the one hand, the ecclesiological concept he introduced attracts crowds of followers, but on the other, it provokes many individuals to criticize and to adopt the attitude of rejection. In order to understand his teaching on the Church without any distortions, one needs to refer to the Aparecida Document of Latin American Bishops (2007) and to his papal exhortation Evangelii gaudium (2014). The battered Church of Jorge Mario Bergoglio is located primarily on the outskirts of Christianity and grows out of the Argentinian option that encompasses various types of excluded people. Hence, such a community imprudently exposes itself to the accusations, which are not groundless, of promoting religious syncretism, weakening the uniqueness and oneness of Jesus Christ, and questioning ecclesiastical sacramentality.
