Polska od lat zmaga się ze złą jakością powietrza, co bezpośrednio przekłada się na zdrowie ludzkie. Badania wskazują, że największy wpływ na przekraczanie poziomów dopuszczalnych i docelowych stężeń zanieczyszczeń, szczególnie pyłów oraz bezno(a)pirenu, ma niska emisja, w szczególności z sektora gospodarstw domowych. Powodem takiego stanu jest spalanie złej jakości paliwa w starych, mało efektywnych i wysokoemisyjnych paleniskach. Mając na uwadze powyższe zagrożenia, idąc śladem Krakowa i Małopolski, kolejne województwa, miasta i gminy wprowadzają lub rozważają wprowadzenie ograniczenia spalania paliw stałych na swoim terenie oraz całkowitą likwidację kotłów na paliwa stałe niespełniające wymogów ekoprojektu lub ewentualnie normy 5 klasy emisji spalin.
Określenie wielkości emitowanych zanieczyszczeń do atmosfery ma kluczowe znaczenie w przypadku podejmowania wysiłków i określania działań zmierzających do poprawy jakości powietrza. W Polsce ruszyły ambitne programy zarówno na poziomie rządowym, jak i regionalnym, które mają na celu wymianę kotłów i pieców w kilku milionach domów. Na przykład szacuje się, że prawie pół miliona kotłów należy wymienić w ramach realizacji uchwały antysmogowej w województwie małopolskim. W artykule zostały przedstawione opracowane współczynniki emisji zanieczyszczeń mających bezpośredni wpływ na lokalną jakość powietrza tj.: współczynniki emisji pyłów, bezno(a)pirenu, tlenków siarki i azotu, tlenku węgla. Zostały wskazane zakresy stosowanych i prezentowanych współczynników emisji dla różnych technologii oraz różnych paliw. Wskazane zostały również standardy emisji obowiązujące dla nowych kotłów oraz ilości zużywanych paliw w gospodarstwach domowych w Polsce.
Przedstawiono możliwe zmiany wielkości emisji w przypadku likwidacji starych kotłów i używania nowoczesnych urządzeń do spalania biomasy oraz węgla w gospodarstwach domowych oraz przeprowadzenia termomodernizacji.

Identity in a housing environment is one of its resources as valuable as its water, air, flora and fauna. The readability of identity should be the basic factor of the quality of architecture and landscape architecture recognizable as a significant resource. It is an important factor which influences the living standard of people who inhabit a given space from a psychological, social and cultural point of view. In order to care for identity, we must be aware of it, of its role and significance in our lives and residence in a given environment. Man must understand the phenomenon of the meaning of life with respect to its space as his place in the world. When we understand the all-embracing rhythm and taste of the life of a place of residence, we will comprehend life itself.
Low emission has a significant impact on air quality in Poland. Low sources are found which lead to high concentrations of pollutants in the area inhabited by humans. The effects of low emissions on health and life in the polluted areas (Małopolska, Silesia) are conducive to radical decisions regarding the quality of solid fuels and their combustion facilities. At present, local anti-smuggling laws have been introduced in the two provinces banning the burning of the most emitting fuels such as mules, flotoconcentrates and lignite. Regional EU-funded programs for the use of renewable energy sources (RES) and energy efficiency improvement will transition to the implementation phase of the approved projects as of 2017. This is expected to significantly reduce energy consumption for heating buildings and replacing old boilers and automatic furnaces with low-emission heating devices. In the case of households, proving that the residential building has adequate energy efficiency characteristics is necessary in order to receive co-financing for replacing an old solid fuel boiler with a new low-emission boiler,. The paper will present the current situation on the regulation of the fuel market in the household and small–scale consumer sector and the proposal for changes to the law on monitoring and control of solid fuel quality. Another important issue will be significant changes in heating up to 500 kW, proposed by the Ministry of Development in October 2016. The proposed regulation precedes the implementation of the Ecodesign Directive, which will come into effect as of 2022 for room heaters and heating furnaces up to 500 kW for solid fuels. All these actions will help reduce low emissions and improve energy efficiency.
Artykuł dotyczy kategorii jakości postaciowej (Gestalt) w estetyce Romana Ingardena. W części pierwszej zostały przywołane stanowiska filozofów i estetyków wysuwających własne, na ogół fragmentaryczne, interpretacje tego pojęcia. W części drugiej rozpatrzono określony wariant rozumienia jakości postaciowej – literacką jakość postaciową, realizującą nadto podtyp brzmieniowy. Rozważany literacki wariant jakości postaciowej można do pewnego stopnia utożsamić – w wypadku dzieł sztuki najwyższej rangi – z jakością metafizyczną.
In the text the author makes a critical assessment of legal solutions regulating the education of teachers in Poland. In the realms of argument, he refers to his own experiences as a member of the Polish Accreditation Committee. The presentation of those experiences reveals areas of omissions, irregularities, and even pathologies in the process of conferring teaching qualifications on graduates of schools of higher education. The author derives the sources of the status quo from imperfections or contradictions in the documents regulating the same areas of education, as well as from the struggle of schools of higher education to survive in the market, leading to a dramatic reduction in the quality of education. The text ends in demands for necessary modifications of the standards of teacher education and changes in legislation.
Badacze zajmujący się problematyką współczesnego bezrobocia wskazują na jego negatywny wpływ na jakość życia osób pozostających bez pracy. W artykule analizujemy ten proces z perspektywy współczesnych polskich bezrobotnych, w kontekście przemian, które nastąpiły na rynku pracy po transformacji ustrojowej. W tekście argumentujemy, że brak poczucia bezpieczeństwa będący konsekwencją niepewnej sytuacji na rynku pracy, brak stałego dochodu i emocjonalnego oraz instytucjonalnego wsparcia jest doświadczeniem traumatycznym oraz długotrwałym, z którym wielu bezrobotnych nie jest sobie w stanie poradzić. Może to stanowić większy problem w powrocie na rynek pracy niż łatwiej dostrzegalne bariery, np. w postaci braku odpowiednich kwalifikacji.
The distinction between primary and secondary qualities, most famously outlined by Galileo, and subsequently supported, inter alia, by Descartes and by Locke, has widely been considered one of the crucial factors in the development of modern idealism. In its contemporary form, the distinction identifies some of the perceived properties as mental phenomena due to their content and structural dependence on the mind. However, this account of the primary/secondary distinction is largely different from its original version developed by the above-mentioned philosophers, within whose work the mental being of the perceived qualities was demonstrated objectively, from the conceptually-derived nature of matter, and not subjectively, by referring to the mind’s participation in the cognitive process. It was only at the next stage of the early modern subjectivisation of sense perception, best exemplified by such philosophers as Arnold Geulincx and Richard Burthogge, that the creative role played by the mind in sensation and, consequently, the mind-dependency of the sensible qualities was recognised – a turn influenced by the reinterpretation of Aristotelian philosophy offered by Jacopo Zabarella and the Paduan school, as well as by anti-Aristotelianism of the kind developed in Netherlands. Furthermore, the two different approaches to the primary/ secondary distinction can be linked with two main types of post-Cartesian idealism, i.e. Berkeleian and Kantian – a claim for which illustrative evidence from British philosophy, namely from Berkeley’s and Burthogge’s respective theories, can be drawn.
The problem of poor quality of traffic accident data assembled in national databases has been addressed in European project InDeV. Vulnerable road users (pedestrians, cyclists, motorcyclists and moped riders) are especially affected by underreporting of accidents and misreporting of injury severity. Analyses of data from the European CARE database shows differences between countries in accident number trends as well as in fatality and injury rates which are difficult to explain. A survey of InDeV project partners from 7 EU countries helped to identify differences in their countries in accident and injury definitions as well as in reporting and data checking procedures. Measures to improve the quality of accident data are proposed such as including pedestrian falls in accident statistics, precisely defining minimum injury and combining police accident records with hospital data.
Terminology is significant for professional communication and ipso facto for translation quality assurance (QA). To deliver a translation of high quality, it is crucial to have all new terms that occur in professional discourse collected, stored and managed properly by means of terminology databases (TDBs). In this paper I will try to define ‘quality’ in relation to TDBs and to determine the methodology and criteria that need to be considered by evaluating a TDB in the context of its reliability.
Hallmark professionalism in probabilistic analysis is to quantify the uncertainties involved in construction materials subject to intrinsic randomness in its physical and mechanical properties and is now gaining popularity in civil engineering arena. As well, knowledge of behaviour of materials is continuously evolving and its statistical descriptors are also changing when more and more data collected or even data updated and hence reliability analysis has to be carried out with the updated data as a continuous process. As per the committee report ACI 544.2R, it is found that there is no attempt made for probabilistic relation between cube compressive strength and cylinder compressive strength for fiber reinforced concrete. In consequence of this report, a robust relation between cube and cylinder of experimentally conducted compressive strength was established by Monte-Carlo simulation technique for different types of fibrous concrete like steel, alkali resistant glass and polyester fibrous concrete before and after thermoshock considering various uncertainties. Nevertheless simulated probabilistic modals, characteristic modals, optimized factor of safety and allowable designed cylinder compressive strength have been developed from the drawn probability of failure graph, which exhibits robust performance in realistic Civil Engineering materials and structures.
