There are different meanings and functions of what is called a “general principle of law.” This article seeks to address their importance as the basis for the systemic integration of the international legal order. When international law is considered as a legal system, its normative unity and completeness seems essential. This article argues that general principles of law are a necessary, although less visible, element of international legal practice and reasoning, which secure the systemic integration and long-lasting underpinnings of international law. In this sense they may be seen as the gentle guardians of international law as a legal system.
This is a survey of Polish-language Jewish newspapers and periodicals published in Galicia prior to 1918 taking into account the general background of multilingual Jewish press in this autonomous province of the Austro-Hungarian Empire. It appears that the total amount of Jewish periodical publications in that period was 182, including 31 in Polish. This survey also attempts to establish the publication frequency and longevity of each periodical and identify the communities or sponsors that supported them.
This article describes queueing systems and queueing networks which are successfully used for performance analysis of different systems such as computer, communications, transportation networks and manufacturing. It incorporates classical Markovian systems with exponential service times and a Poisson arrival process, and queueing systems with individual service. Oscillating queueing systems and queueing systems with Cox and Weibull service time distribution as examples of non-Markovian systems are studied. Jackson's, Kelly's and BCMP networks are also briefly characterized. The model of Fork-Join systems applied to parallel processing analysis and the FES approximation making possible of Fork-Join analysis is also presented. Various types of blocking representing the systems with limited resources are briefly described. In addition, examples of queueing theory applications are given. The application of closed BCMP networks in the health care area and performance evaluation of the information system is presented. In recent years the application of queueing systems and queueing networks to modelling of human performance arouses researchers' interest. Hence, in this paper an architecture called the Queueing Network-Model Human Processor is presented.
The paper presents a dynamic analysis of the damaged masonry building repaired with the Flexible Joint Method. Numerical analysis helped to determine the effect of the applied repairing method on natural frequencies as well as values of stresses and accelerations in the analyzed variants of numerical model. They confirmed efficiency of the proposed repair method.
The modified air gap torque method to determine the efficiency of squirrelcage induction motor was presented. of testing which continues the authors' work on application of AGT method to estimating induction motor's efficiency are discussed. The proposed method is verified in a number of selected low-power motors.
In this study, low-carbon cast steel was reinforced with TiC by SHS-B method, also known as combustion synthesis during casting method. The composite zone was then subjected to surface remelting by Gas Tungsten Arc Welding (GTAW) method. The remelting operation was realized manually, at 150 A current magnitude. Microstructure, phase composition and hardness of remelted zone were investigated. XRD results reveal that the phases of the composite zone in initial state consist of TiC and Feα. Surface remelting resulted in formation of thick layers containing TiC carbides, Feα and Feγ. Microstructural examination has shown strong refinement of titanium carbides in remelted zone and complete dissolution of primary titanium carbides synthetized during casting. The average diameter of carbides was below 2 μm. The structural changes are induced by fast cooling which affects crystallization rate. The hardness (HV30) of the remelted layer was in the range between 250 HV and 425 HV, and was lower than hardness in initial state.
The aim of our study was to determine the influence of L-carnitine (L-CAR) on the cellular parameters of hen erythrocytes during a 48 hour exposure to L-CAR at concentrations of 25, 50 and 100 mg/mL in nutrient-deficient medium. Cell morphology, haemolysis, caspase 3/7 activity and glucose uptake (GU) were determined. The results showed a lower percentage of apoptotic cells and decreased haemolysis of erythrocytes treated for 48 hours at all the concentrations of L-CAR. The amino acid at 50 mg/mL inhibited the activity of proapoptotic caspase 3/7; however, it increased GU. In contrast, caspase 3/7 level was increased but GU was decreased in erythrocytes treated with 100 mg/mL of L-CAR when compared to the control. It may be hypothesized that reduction of apoptotic changes in hen erythrocytes may result from increased GU.
