Abstract

Selected Legal Regulations and Cultural Aspects of Urban Development. Nowadays, the issue of urban development belongs to key elements of development in general. Urban development is a multifaceted phenomenon (covering economic, social, administrative, promotional, ecological and a number of other aspects). They are too numerous to discuss them in one short article. For this reason this paper is dedicated only to the phenomena regulated by law: physical planning, suburbanization (initially called urban sprawl), monument conservation and – additionally – culture (as a factor influencing the legal regulations). The key hypothesis is that developers are not the only ones to blame for the way the country looks. This hypothesis has generally been corroborated.

Abstract

According to the Grant Map of the Ministry of Development (MoD) as of March-April 2017, there were 1716 urban regeneration (revitalization) projects implemented in Poland between 2007-2013. Data from 11 voivodeships (out of 16 regions NUTS 2 in Poland) and 977 projects was sufficient to provide a representative sample (56,9% of projects presented in the Grant Map). The main methods used in the article included observation and review of MoD statistical data and literature on the subject. As observed by the author, between 2007-2013 the definition of urban regeneration (revitalization) was only mentioned in one of the footnotes to the housing guidelines, which was a poor legal basis for the regional managing authorities. Similarly, there was no solid basis in the strategic documents (national) for that period: they did not provide any definition of revitalization. It was in the interest of the beneficiaries, as well as – partly – in the interest of those managing authorities to satisfy the local needs, especially those needs which were not considered the result of the shift to the post-industrial era, but rather as a result of numerous institutional and political events.

Due to these features, the period 2007-2013 was dominated by infrastructure projects aimed at the quality of life but also efficient in terms of spending European money. It seems that there was an agreement between regional managing authorities and the benefi ciaries (potential voters) as to the way of spending the revitalization funding. This was understood differently at national level, but because institutions at this level were not involved directly in the urban regeneration (revitalization), their influence on regional units was minor. Even more so because the managing authorities were also interested in speeding up the process of spending European resources.

Abstract

Pulse electrochemical machining (PECM) provides an economical and e.ective method for machining high strength, heat-resistantmaterials into complex shapes such as turbine blades, die, molds and micro cavities. Pulse Electrochemical Machining involves the application of a voltage pulse at high current density in the anodic dissolution process. Small interelectrode gap, low electrolyte .ow rate, gap state recovery during the pulse o.-times lead to improved machining accuracy and surface .nish when compared with ECM using continuous current. This paper presents a mathematical model for PECM and employs this model in a computer simulation of the PECM process for determination of the thermal limitation and energy consumption in PECM. The experimental results and discussion of the characteristics PECM are presented.

Abstract

Arsenic content was determined in the soil profiles collected from the former dumping ground of post-crystallization lye (presently under recultivation) in the area of the chemical plant in Luboń, near Poznań. Of particular concern was the content of the two most toxic species ofAs(lll) and As(V) in the environmentally available exchange fraction. Extraction was performed with a phosphate buffer of pH= 6.0 ± 0.2, and the analytical method applied was HPLC-HG-AAS. As(V) species were found in all samples, whereas As(III) species in a few samples collected at different depths. The concentration of As(V) varied from 91 to 1228 ng/g, while that of As(ll I) - from 17 to 48 ng/g. As there are no watertight rock formations underneath the dumping site, the polluting substances can he easily washed out by ground waters and carried into the Warta River, which is a main source of water for the city of Poznań.

Abstract

Most theoretical and empirical studies concerning intercultural communication seem to neglect the fact that numerous interlocutors’ speech and nonverbal behaviour is intentionally impolite and motivated by their racist and/or xenophobic views, which becomes visible in contact with representatives of other cultures, nationalities or countries. Such speakers’ behaviour may take the form of physical attacks, while their linguistic performance may include verbal/nonverbal signs of their prejudiced stance. Linguistic performance which is motivated by aggressive nationalism, intolerance or discrimination is termed hate speech. The available scientific literature on this topic is scant, except for some studies fuelled by the theoretical assumptions of critical discourse analysis. There are apparently no clear and precise criteria what constitutes an act of verbal and nonverbal violence. The authors of this paper aim therefore at portraying characteristic features of hate speech in Polish on the basis of articles collected throughout 2014 and 2015 from newspapers, magazines and Internet sites. The analysis took place as part of the RADAR project devoted to conducting research on hate speech directed towards migrants in Europe. The findings indicate there is a wide repertoire of words and phrases that are visible in Polish journalism and which promulgate racial, national or ethnic hate.

Abstract

The paper presents a study of Rotary Electrical Discharge Machining (REDM) process. In REDM, simple shaped cylindrical electrodes are used to generate 3D complex shapes. A theoretical model of machining process is described, which takes into consideration the effect of tool electrode wear on machined surface profile. The software for computer simulation of REDM has been developed. In the paper, the effects of machining parameters on shape error of machined surface are discussed. Results of computer simulation have been confirmed in experimental practice. The simulation model for NC contouring REDM may also be applied to solving numerical control problems and optimization of tool electrode path.

Abstract

Due to the occurrence of zinc and lead ore deposits in dolomite rocks, the sphalerite concentrates obtained from these ores contain an admixture of dolomite. In practice, a substantial amount of magnesium included in zinc ores passes to the last production stage, i.e. zinc electrolysis. The magnesium present in electrolyte impairs electrical conductance and appears in the technical and economical indexes. This paper deals the attempts to remove magnesium removal from initial sphalerite concentrates by means of chemical flotation using spent electrolyte derived from zinc electrolysis. The authors attempt to substantiate the existing relationships, as well as to derermine the optimum conditions for the procedure suggested. The leaching efficiency of magnesium amounted to about 80%, and is dependent upon the stage of the leaching. Losses of zinc were below 2%, and the magnesium concentration in solution amounted to about 20%. These solution can produce magnesium and zinc, which will be presented in the following paper.

Abstract

It was expected that there would be a relationship between plant density and arrangement within soybean plantations and ground beetles due to changes of abiotic habitat conditions. The aim of this study was to determinate the effect of different plant arrangements of soybean plants on the abundance and species diversity of ground beetles (Coleoptera, Carabidae). The studies were conducted from 2015 to 2017 at the Experimental Research Station, Wrocław, Poland. The occurrence of beetles was examined on soybeans, growing in four different treatments: row spacing of 15 cm or 30 cm, and seeding density of 50 or 90 seeds per m2. The experiment was conducted in a split-plot design in four replicates. Ground beetles were collected with 16 pitfall traps, with one trap in the middle part of each plot. The obtained results show that the general number of ground beetles was similar between the treatments. Some minor effects were found in species number, which was higher in the lower row spacing treatment. Only less abundant species were significantly affected. The most abundant species in all years and treatments were Pseudoophonus rufipes, Harpalus affinis, Calathus fuscipes and Pterostichus melanarius. The abundance of the above-listed common ground beetle species did not differ significantly between treatments.
