Abstract

On 23 April 2014 the 2002 Protocol to the Athens Convention relating to the Carriage of Passengers and their Luggage by the Sea (PAL 2002) entered into force. The purpose of the Protocol is to improve legal standing of the passenger. The author discusses legislative options as to the future shape of Articles 181 and 182 of the Maritime Code if PAL 2002 is to be ratified by Poland. The first option is to make the 2002 Athens Convention control domestic carriage of passengers, which currently remains outside of the scope of Regulation (EC) No 329/2009 of the European Parliament and of the Council of 23 April 2009 on the liability of carriers of passengers by sea in the event of accidents, and to exclude compulsory insurance or other financial security within limits prescribed by the Convention. The second option is to apply the Convention liability mechanism to carriage by Class C, Class D and Class B vessels.

Abstract

In this paper, an algorithm will be presented that enables solving the two-phase inverse Stefan problem, where the additional information consists of temperature measurements in selected points of the solid phase. The problem consists in the reconstruction of the function describing the heat transfer coefficient, so that the temperature in the given points of the solid phase would differ as little as possible from the predefined values. The featured examples of calculations show a very good approximation of the exact solution and stability of the algorithm.

Abstract

Émile Verhaeren was one of the most important poets of the Leopoldine generation in Belgium, and a committed art critic. His career started in 1881 with his apprenticeship with Edmond Picard in Brussels, the leader of the group of artists, writers and activists who sought to liberate Belgian public life from the undue influence of Paris. His articles published in many Belgian journals were collected and published by Paul Aron in 1997 in the volume titled Écrits sur l’art (1881–1916). Their analysis carried out in comparison with his poetic texts allows us to see him as an artist open to new aesthetic ideas and an activist fighting for freedom of expression in art. The key aspect of Verhaeren’s approach towards painting and literature is the recognition and better appreciation of the Early Flemish painting tradition as the basis to create the identity of the Belgians. His views on art inseparable from the construction of a national identity can be interpreted as a part of the Norse mythology developed by another important Belgian writer, Maurice Maeterlinck in the manuscript from 1888 called Cahier Bleu.

Abstract

The article presents the origins and development of American behavioural political science, as well as the major aspects of behavioural approach to political science. Political behaviouralism is analysed against the background of Kuhn's and Popper's concepts of the development of science. Furthermore, the results of the implementation of behavioural ideas in political science are presented and discussed.

Abstract

The article analyzes and evaluates the development of renewable energy from the standpoint of state regulation and incentives. It is noted that the global production of renewable electricity has increased by 15% over the last year. The periods of introduction of the “green tariff” as an economic stimulus for the development of solar energy, which became the starting point for the development of alternative generation in different countries, are analyzed. The role of institutional factors in the development of renewable energy, such as the free issuance of licenses for electricity generation, stimulating the creation of specialized research areas, technology development and production of relevant equipment, was observed. The necessity of taking into account the regional peculiarity in the state stimulation of the development of renewable energy is proved. The economic efficiency of the state regulation of alternative energy in time measurement per conditional unit of alternative renewable energy stations was calculated, taking the coefficient of proportionality into account. Therefore, the calculation indicates the high effectiveness of government policy in regulating energy in terms of only short-term lag (α = 1.3) and the number of stations 80 percent of full saturation relative to the basic needs of energy consumption. A separate further stage in the development of renewable energy without the introduction and expansion of the “green tariff” has been identified. This approach was introduced in Poland, which ensured the country not only the inflow of foreign investment, but also the formation of free competition among investors.

Abstract

This paper includes the behaviour of RC column, using the steel strength data employed by Rafi et al. (2014). Eccentric short columns are studied for this purpose, both tension and compression controlled sections, are analysed considering the current design practice of Pakistan. Three cross sections were analysed using different steel percentages against load-moment interaction and the strength analyses. Concrete strength is also varied in this analysis. The load moment interaction diagrams were observed in major and minor axes and strength analysis is made for compression controlled and tension controlled sections. In this analysis it is observed that a section designed as a tension controlled is giving brittle failure at certain limit which should be avoided. Considering this scenario, several random cross sections are analysed, strength reduction factors for eccentric and pure axial columns are computed. Conclusions are made on behalf of this analysis for different types of column design.
