Abstract

The state of development, the existing and emerging forms of development, the intensity and legibility of settlement systems, all this is essential for the living conditions of urban residents, their surroundings and peripheral systems. The purpose of the article is to assess the accessibility to market and public services by estimating the distance to these services from housing facilities in Poland. The use of the residential dispersion ratio (RDR) and an analysis of the spatial distribution of municipalities with the highest values of the coefficient allows to identify areas where accessibility to public and market services is weak.

Abstract

The study presents a change in the innovation model and a change of development path towards new industries and modernization of traditional industries in the Pomeranian Voivodship. The characteristics of the region and the characteristics of the regional innovation system based on statistical data, existing research, analysis and interviews with representatives of regional and local authorities, scientists and entrepreneurs of the voivodship were presented. The factors that preceded the change of the innovation model and direct causes of change were identifi ed aa well as the impact of institutional factors and the barriers to the development of the voivodship.

Abstract

The topic of the article is a description of European urbonyms which fulfilled both political and commemorative roles in the past. The city names are presented in chronological order starting from ancient times to the 20th century. The ancient toponyms are related to the expansion of the Roman Empire, and the names of Roman emperors are used as a foundation for these toponyms. Such urbonyms created on the outskirts of the Roman Empire made reference to their new political allegiance and confirmed it. These naming practices therefore played an important role in the process of territorial expansion and the consolidation of political control. This naming model was also present in Byzantium, and became popular on the outskirts of medieval Ruthenia under the influence of the Byzantine Empire. The tradition of commemorating political rulers through toponyms stayed constant in the Eastern Slavic regions, and was continued by the Russian monarchy as well as the USSR. Such naming practices were initially used as a tool for the structural organisation of Kievan Rus’, and later to erase foreign names from these regions of Tsarist Russia. In Communist times, this tradition reaffirmed the new political reality through the use of surnames of political figures in toponyms. In the 20th century there was an increase in surnames featured in urbanonyms (the names of streets, squares, housing estates). This increase was meant to preserve the memory of remarkable individuals in society.

Abstract

W kopalniach podziemnych w wyniku wykonywania różnego rodzaju wyrobisk, na osuwiskach ziemi podczas ich aktywnych ruchów a także w czasie trzęsień ziemi dochodzi do zmian pierwotnego pola naprężenia i deformacji górotworu. Górotwór lub materiał skalny poddawany różnego rodzaju obciążeniom ulega deformacji trwałej i jest źródłem różnego rodzaju fal sejsmicznych, emisji sejsmoakustycznej (SA) i elektromagnetycznej (EM). W artykule przedstawiono wyniki badań laboratoryjnych emisji elektromagnetycznej w czasie jednoosiowego ściskania próbek skalnych. Uzyskane wyniki pomiarów emisji EM oraz emisji SA wskazują na ich silny związek ze stopniem obciążenia badanej próbki skalnej. W analizie otrzymanych wyników stwierdzono, że emisja EM dokładniej odzwierciedla stan naprężenia i deformacji w próbce w porównaniu do emisji SA. Można wnioskować, iż opracowanie systemu obserwacyjnego opartego o pomiar emisji EM może być przydatny w wyrobiskach górniczych do oceny zagrożeń związanych z obciążaniem skał. System taki powinien pracować bezinwazyjnie oraz charakteryzować się niskim kosztem i nieskomplikowaną obsługą. Budowa takiego sytemu może wspomagać stosowane powszechnie systemy geofizyczne w kopalniach.

Abstract

In this publication, the strategy of land resources administration is presented on the basis of consideration of proposed result factors. The research methodology is based on the use of the PESTLE analytical model in conjunction with economic-mathematical modeling. The scientific novelty of the publication is developing the technology of administration of land resources on the basis of cadastral and other statistical information, which allows obtaining scientifically grounded solutions on the use of land resources. Considering the process of Land Resources Administration as a procedure based on making certain decisions when creating a management system which takes into account the internal and external relationships in this system, the postulate is about determining the degree of trust in this system, establishing economic, environmental and social risks when using it. To a certain extent, the process of Land Resources Administration is a prediction of the effective use of this natural potential in the future. It should be noted that the reliability of the forecast decision depends on the nature and parameters of uncertainties and the duration of their validity. Consequently, while making operational decisions on land resources for a short perspective, the forecasting is more reliable than for a long one. It becomes an effective mechanism of objective evaluation of the state of land resources and the prospects for their use. In this publication the main influencing decision making factors and the technological scheme of the solution of the problem are given.

Abstract

Simultaneous propagation of vibrations and noise has an important role in the task of minimizing vibroacoustic hazards on the station of operator of the construction machinery. In many cases vibrations transferred by the construction are processed to noise in different points of the machine. As a result, they may increase the level of noise at the workplace. The paper presents the proposition of a simple estimation of noise and vibration propagation paths of the machine. On the basis of the analysis of hydraulic excavator an effectiveness of a proposed procedure was shown. This procedure helps to minimize the transfer of vibrations of power unit in selected frequency ranges which led to the change of overall noise level in operator’s cab about 5 dB.

The Committee on Acoustics of the Polish Academy of Sciences was founded in 1964 by the reso lution of the General Assembly of the Polish Academy of Sciences, within its Division of Engineering Sci ences (Division 4). The idea of creating the Committee was brought up by Professor Ignacy Malecki, a distinguished scientist, an academic teacher, and an internationally acclaimed authority on acoustics.

Abstract

The purpose of this work is to distinguish between Acoustic Emission (AE) signals coming from mechanical friction and AE signals coming from concrete cracking, recorded during fourteen seismic simulations conducted with the shaking table of the University of Granada on a reinforced concrete slab supported on four steel columns. To this end, a particular criterion is established based on the Root Mean Square of the AE waveforms calculated in two different temporal windows. This criterion includes a parameter calculated by optimizing the correlation between the mechanical energy dissipated by the specimen (calculated by means of measurements with accelerometers and displacement transducers) and the energy obtained from the AE signals recorded by low-frequency piezoelectric sensors located on the specimen. The final goal of this project, initiated four years ago, is to provide a reliable evaluation of the level of damage of Reinforced Concrete specimens by means of AE signals to be used in future Structural Health Monitoring strategies involving RC structures.

Abstract

The increased cultivation of highbush blueberry in Poland has been paralleled with enhanced

damage to this crop by different pests and diseases, including soft scales. We have

carried out trials to assess methods for controlling soft scales of the genus Parthenolecanium

in highbush blueberry grown in open fields or under a plastic tunnel, with an approach

based on integrated pest management (IPM) principles. The reduction of Lecanium

scale population using alternative products, with mechanical mechanisms of action, was

similar to that achieved with treatments of different formulations of neonicotinyl-based

pesticides; sometimes they were even more effective on protected crops. Control programs

on plantations with a large population of Lecanium scales based on the application of these

alternative products in spring and at harvest time and chemical compounds in autumn resulted

in a very high efficacy and are considered the most suitable strategies to assure yields

without residues and a reduced impact on the environment.

Abstract

The article presents a shock safety model of an indirect contact with a low-voltage electric device. This model was used for computations and analyses concerning the following: the probabilities of appearance of the particular shock protection unreliability states, electric shock states (ventricular fibrillation), contributions of the unreliability of different shock protection elements to the probability of occurrence of these states, as well as the risk of electric shock (and the shock safety), and contributions of the intensity of occurrence of damages to different shock protection elements to this risk. An example of a possibility to reduce the risk of an electric shock through changing the intensity of occurrence of damages to the selected protection elements was provided.

Abstract

A one-dimensional transient mathematical model describing thermal and flow phenomena during coal coking in an oven chamber was studied in the paper. It also accounts for heat conduction in the ceramic oven wall when assuming a constant temperature at the heating channel side. The model was solved numerically using partly implicit methods for gas flow and heat transfer problems. The histories of temperature, gas evolution and internal pressure were presented and analysed. The theoretical predictions of temperature change in the centre plane of the coke oven were compared with industrialscale measurements. Both, the experimental data and obtained numerical results show that moisture content determines the coking process dynamics, lagging the temperature increase above the water steam evaporation temperature and in consequence the total coking time. The phenomenon of internal pressure generation in the context of overlapping effects of simultaneously occurring coal transitions - devolatilisation and coal permeability decrease under plastic stage - was also discussed.

Abstract

A variety of algorithms allows gesture recognition in video sequences. Alleviating the need for interpreters is of interest to hearing impaired people, since it allows a great degree of self-sufficiency in communicating their intent to the non-sign language speakers without the need for interpreters. State-of-theart in currently used algorithms in this domain is capable of either real-time recognition of sign language in low resolution videos or non-real-time recognition in high-resolution videos. This paper proposes a novel approach to real-time recognition of fingerspelling alphabet letters of American Sign Language (ASL) in ultra-high-resolution (UHD) video sequences. The proposed approach is based on adaptive Laplacian of Gaussian (LoG) filtering with local extrema detection using Features from Accelerated Segment Test (FAST) algorithm classified by a Convolutional Neural Network (CNN). The recognition rate of our algorithm was verified on real-life data.

Abstract

This paper presents the design process and the results of a novel fall detector designed and constructed at the Faculty of Electronics, Military University of Technology. High sensitivity and low false alarm rates were achieved by using four independent sensors of varying physical quantities and sophisticated methods of signal processing and data mining. The manuscript discusses the study background, hardware development, alternative algorithms used for the sensor data processing and fusion for identification of the most efficient solution and the final results from testing the Android application on smartphone. The test was performed in four 6-h sessions (two sessions with female participants at the age of 28 years, one session with male participants aged 28 years and one involving a man at the age of 49 years) and showed correct detection of all 40 simulated falls with only three false alarms. Our results confirmed the sensitivity of the proposed algorithm to be 100% with a nominal false alarm rate (one false alarm per 8 h).

Abstract

The paper attempts to place John Rawls’s social theory in an ontological frame of ideas. Józef M. Bocheński’s theory of systems was chosen to describe social reality without prejudging its role in the adequate theory. By adopting this approach the author presents several issues one by one: the characteristics of political philosophy and its relation to the ontology of social reality, Bocheński’s systems theory, the analysis of the industrial enterprise as a model example of a heterogeneous, dynamic and organic system, and Rawls’s structure of society. All this is done in terms of systems theory. The resulting outcome provides, among other things, a formal definition of Rawls’s basic social structure expressed in the language of systems theory, and it supports the thesis that the synthetic entity responsible for social functioning, such as the state, is correlated with the principles of justice as proposed by Rawls.

Abstract

The text is devoted to the reconstruction of Wolniewicz’s philosophical views presented by him in the first volume of his Philosophy and Values. The philosophical tradition to which Wolniewicz admitted allegiance and the results of his analyzes in the field of methodology, philosophy of religion, anthropology and philosophy of politics are discussed. Some methodological problems are raised, such as theoretical criteria (including the semantic criterion) of theoreticity, philosophy as theory, philosophical styles, parapsychology as a pseudo-theory, mystified observation and the rule of rationality. Within philosophy of religion the author analyses Wolniewicz’s thesis that the foundation of religion resides in the fear of death. From anthropological problems, Wolniewicz’s views on relations of anthropology to axiology are presented, as well as the relationship between meliorism and pejorism (with particular emphasis on the so-called epiphany of the devil), abortion and murder, transplantations and ‘(neo)cannibalism.’ Within philosophy of politics the author undertakes to carefully reconstruct Wolniewicz’s attempts to distinguish between such oppositions as democracy and democratism, evolution and revolution, fanaticism and tolerance. Finally the author argues that Wolniewicz was one of the most outstanding contemporary Polish philosophers even though he points to some gaps in his arguments.

Abstract

The paper presents the problem of assessing the accuracy of reconstructing free-form surfaces in the CMM/CAD/CAM/CNC systems. The system structure comprises a coordinate measuring machine (CMM) PMM 12106 equipped with a contact scanning probe, a 3-axis Arrow 500 Vertical Machining Center, QUINDOS software and Catia software. For the purpose of surface digitalization, a radius correction algorithm was developed. The surface reconstructing errors for the presented system were assessed and analysed with respect to offset points. The accuracy assessment exhibit error values in the reconstruction of a free-form surface in a range of ± 0.02 mm, which, as it is shown by the analysis, result from a systematic error.
