The Court of the Eurasian Economic Union was created in 2015 as a judicial organ with jurisdiction over a range of subject matters within the Eurasian Economic Union. It replaced the Court of the Eurasian Economic Community, which operated within the Eurasian Economic Community and its Customs Union (2012-2014). Though the Union become the next step in the integration process of the post-Soviet area, the newly created Court has not been given de jure a successor status. The Court of the Union was set up anew as one of the four institutional bodies in the structure of the Union. It was empowered to settle disputes between the Member States, as well as to consider different types of actions brought by private actors (economic entities only). The interpretative function of the Court was enshrined as “competence on clarification.” Moreover, the Commission, the main executive and regulative organ, was not given locus standi in actions against the Member States to enhance their compliance with the obligations of EAEU law. Preliminary jurisdiction was also cut down as compared to the Court of the Community or other regional integration courts. However, some new functions were given to the Court, and its five years long practice shows a clear tendency to substitute missing powers with those given but in a broader context, as well as its aspirations to play a consolidating role for the legal order of the Union.
The article aims at presenting a few neuroanatomical models and neuroanatomically based theories (the Maturational State Hypothesis, the Aging Hypothesis, the Fragile Rote Hypothesis and the Entrenchment Hypothesis, among other things,) inherent in the concept of fossilization. The models will be considered from the point of view of the advanced users of language, an emphasis being put on an interplay of factors responsible for the fossilized language competence.
Any language learning process is a complex phenomenon as it occurs on the cog-nitive, affective and socio-cultural levels. The interrelatedness of them all and the contextually-determined way in which they interact make language learning expe-riences unique to individuals. The context in which more than two languages are learnt adds to its complexity. This article examines what multilingual language users perceive as meaningful in two different contexts of language learning: L2 versusL3. Although unique, these two processes exhibit a fair degree of homogeneity, for example in terms of one`s coping potential as the major appraisal value both in L2 and L3 learning and growing negativity about language learning in later stages of life in L3 learning.
Clethodim herbicide (Cle) and three Trichoderma strains (Tri) were applied either alone or in combination (Cle + Tri) for controlling weeds, root knot nematodes (Meloidogyne arenaria) and Rhizoctonia root rot disease (Rhizoctonia solani) as well as for evaluating their effects on total microbial count in the rhizosphere and the number of Rhizobium nodules on roots in two faba bean cultivars cultivated in naturally heavily infested fields. The evaluated characters were very similar for the two tested cultivars (Nubariya 1 and Sakha 3). Treatment with Cle alone highly reduced the fresh and dry matter of tested weeds (Amaranthus viridis, Cynodon dactylon and Cenchrus ciliaris), followed by Cle + Tri and Tri alone. Cle + Tri highly reduced nematode parameters viz. numbers of J2 in soil or roots, females, eggs, galls and egg-masses when compared with each treatment alone. Tri alone caused a great decrease in Rhizoctonia root rot infection, followed by Cle + Tri and Cle alone. Total microbial count and Rhizobium nodules were affected only with Cle treatment. Plant growth parameters (shoot length, shoot fresh and dry weight and numbers of branches and leaves) and yield parameters (fresh pod and dry weight, seed number per pod, seed weight and ash pod weight of plant) were greatly improved for Cle + Tri treatments when compared with either Tri or Cle alone.
The article’s aim is to show that La Fronde, a daily founded by Marguerite Durand, is a place of various manifestations, especially the will to change the political and social domain, and above all the status of a woman in society. The analytical corpus includes texts dealing with political rights (voting rights) and civil rights (the right to work), which were published in January and February 1899.
The paper presents the test description and results of thermal bowing of RC beams exposed to non-uniform heating at high temperature. Bending of a non-uniformly heated element is caused by free thermal elongation of the material it is made of. The higher the temperature gradient, the greater the bending. In the case when an element is exposed to load and high temperature simultaneously, apart from free bending also deformation of the RC element may occur, which is caused by the decrease of the concrete or reinforcing steel mechanical properties. In order to examine the contribution of the deflection caused by thermal bowing to the total deformation of the bent element with a heated tension zone, an experimental study of freely heated (unloaded) beams was performed. RC beams were heated: (1) on three sides of the cross-section or (2) only on the bottom side. Deflection of elements loaded by a substitute temperature gradient was calculated using the Maxwell-Mohr formula. The test results show that deflection of freely heated RC beams (caused by the thermal bowing phenomenon) can be 10 to 20% of the total deflection of loaded RC beams with a heated tension zone.
Life cycles,number of eggs per female,minimal adult female length and reproductive costs are presented for 18 species of Amphipoda from the West Spitsbergen area, 77 79 °N. Fifteen species incubated eggs during the polar night and released their offspring in early April. Three species incubated eggs from late spring till late summer. The appearance of the youngest juveniles, indicating the hatching period, is presented for 63 species. Most of the species studied were K strategists, with large eggs of over 1 mm diameter; only one species (Hyperoche medusarum ) was r strategist.
Net phytoplankton was studied in 10 stations situated west of Elephant Island along three transects located in the Scotia Front zone and in 2 stations situated in the eastern Bransfield Strait. Altogether 70 algal taxa were identified. Phytoplankton density and seston biomass were the highest in stations neighbouring the Scotia Front from the south. In the Scotia Front region Corethron criophilum was a dominant species. Phytoplankton community of the region is rather uniform, however the closer comparison of the phytoplankton species composition allowed to distinguish 4 stations groups. This division is concordant with the hydrological one. A different phytoplankton community was recorded in the eastern part of the Bransfield Strait.
In this paper our results of investigation on a pump power combiner in a configuration of 7×1 are presented. The performed combiner, with pump power of 80–85% transmission level, was successfully applied in a thulium doped fibre laser. The performed all-fibre laser setup reached a total CW output power of 6.42 W, achieving the efficiency on a 32.1% level
I investigate Husserl’s long-term research on revealing/constructing a proper idea of science. For Husserl this idea was of tremendous importance: it had to be the basis of forming a (the) proper philosophy (phenomenology), that is, a philosophy which was to be an exact science, a new and higher form of science. According to Husserl, the idea of science is not a free project of individual researchers, scientific communities, but the very essence of science—changeless, universal, nontransformable, non-culturally and socially loaded, ahistorical, and non-relativized to scientific praxis. It was attempt to determine a new status of philosophy which led Husserl’s to the consideration of a universal idea of science.
Spalanie odpadów komunalnych w domowych piecach to problem, z którym boryka się wiele polskich samorządów. Zarządzanie procesami zwalczania i zapobiegania tym zjawiskom jest niezwykle trudne, ponieważ przepisy prawne oraz wymagania jednostek samorządu terytorialnego są niejednoznaczne. Kolejnym istotnym problemem jest stosowanie różnego rodzaju dodatków do paliw stałych. Często dodatki te, pomimo wysokich walorów energetycznych, nie powinny zostać poddane procesowi spalania przez indywidualnych użytkowników z powodu warunków technicznych procesu spalania w indywidualnych urządzeniach grzewczych. Z punktu widzenia użytkownika przy obowiązujących uwarunkowaniach prawnych nie ma możliwość zweryfikowania składu paliwa na etapie zakupu. Podjęta w artykule tematyka wskazuje na przyczyny zjawiska i podkreśla potrzeby wdrożenia modelu identyfikacji. W pracy szczegółowo omówiono diagnozę aktualnej sytuacji w zakresie interesariuszy przedsięwzięcia z uwzględnieniem ich potrzeb, oczekiwań przy uwzględnieniu obowiązujących przepisów prawnych. W artykule wskazano możliwości w zakresie potencjalnych technik identyfikacji domieszek w materiałach opałowych, co pozwoli uzyskać skuteczne narzędzie jednoznacznie określające skład i czystość materiału opałowego oraz co istotniejsze produkty ich spalania. Ponadto przeanalizowano techniki umożliwiające weryfikację spalania i/lub współspalania odpadów komunalnych przez indywidualne urządzenia grzewcze, podkreślając wybrane modele koncepcji. W pracy wskazano na istotny element wdrożenia, którym jest ocena skuteczności. Zakłada się, iż z punktu widzenia założonego celu i przeprowadzonej analizy otoczenia wdrożenia zarówno po stronie interesariuszy, jak i wymagań prawnych, zaproponowany model koncepcji będzie skutecznym elementem poprawy jakości powietrza w zakresie eliminacji procederu nielegalnego spalania, termicznego przekształcania odpadów komunalnych przez użytkowników palenisk domowych oraz wskazania, czy paliwo stałe stosowane do spalania nie stanowi mieszaniny paliwa legalnego z dodatkami nieznanego pochodzenia.
The aim of the article is to determine the main factors responsible for development of Podkarpackie Voivodeship in the last 15 years and to answer the question whether they were suffi ciently strong impulse to divert the region from its development model. The main method used for identifying the factors that determine the development of the region was individual, in-depth interviews with the main actors on the regional scene, supported by desk research analysis (of the voivodeship’s strategic and operational documents) and statistical data analysis (Central Statistical Office and Eurostat). The research highlights the importance of the immobile and intangible development factors – a high quality of strategic thinking of local and especially regional authorities and consistent implementation of development policies, a high level of social capital, extensive networks and the ability to co-operate – which have helped to eliminate the limitations resulting from the weakness of other factors.
The study concerns the functioning of disabled learners at the level of higher education. The period of university studies is usually associated with the change of the life routine practised so far. The changes comprise various fields and bring about the adjustment to new roles. This stage is a chance for becoming independent, for specifying one’s position in the group, for shaping one’s own “young adult world view”18. The article is aimed at presenting the typology of disabled students based on an analysis of the behaviour which they show as members of the academic community. The sources of these behaviour patterns can be sought in various interpersonal and intrapersonal factors resulting from the individual’s character. The presented authorial typology has been presented also in reference to the Personality Traits Theory formulated by Costa and McCrea. This has allowed for broadening this typology with some particular subtypes.
