Abstract

The Court of the Eurasian Economic Union was created in 2015 as a judicial organ with jurisdiction over a range of subject matters within the Eurasian Economic Union. It replaced the Court of the Eurasian Economic Community, which operated within the Eurasian Economic Community and its Customs Union (2012-2014). Though the Union become the next step in the integration process of the post-Soviet area, the newly created Court has not been given de jure a successor status. The Court of the Union was set up anew as one of the four institutional bodies in the structure of the Union. It was empowered to settle disputes between the Member States, as well as to consider different types of actions brought by private actors (economic entities only). The interpretative function of the Court was enshrined as “competence on clarification.” Moreover, the Commission, the main executive and regulative organ, was not given locus standi in actions against the Member States to enhance their compliance with the obligations of EAEU law. Preliminary jurisdiction was also cut down as compared to the Court of the Community or other regional integration courts. However, some new functions were given to the Court, and its five years long practice shows a clear tendency to substitute missing powers with those given but in a broader context, as well as its aspirations to play a consolidating role for the legal order of the Union.

Abstract

The primary objective of the case study is to improve monitoring, controlling, planning and managing the extraction processes in surface lignite mining. Under the North Bohemian Lignite Basin (also Most Basin) conditions and the Sokolov Basin, wheeled excavators are deployed as the main technology for extracting coal and overlying rock. Their real-time spatial position can be tracked based on data from GNSS technology, inclinometers, and incremental rotary encoders. The measured data is sent to a remote server and stored in the database. It also serves to calculate volumes of extracted masses. Volume calculation, space position visualisation, and wheel boom movements are performed in KVASoftware. It is a program designed for modelling and designing quarries. Knowing the position of the wheel against the digital terrain (quarry), the model is essential for the implementation of many risk-elimination applications, namely with respect to the geological conditions, occupational safety, observance of the profile grade line, the area of extraction, qualitative parameters of the raw material, etc. The mathematical model of backfilling extracted materials is also an integral part of the above-mentioned system.

Abstract

The article aims at presenting a few neuroanatomical models and neuroanatomically based theories (the Maturational State Hypothesis, the Aging Hypothesis, the Fragile Rote Hypothesis and the Entrenchment Hypothesis, among other things,) inherent in the concept of fossilization. The models will be considered from the point of view of the advanced users of language, an emphasis being put on an interplay of factors responsible for the fossilized language competence.

Abstract

Any language learning process is a complex phenomenon as it occurs on the cog-nitive, affective and socio-cultural levels. The interrelatedness of them all and the contextually-determined way in which they interact make language learning expe-riences unique to individuals. The context in which more than two languages are learnt adds to its complexity. This article examines what multilingual language users perceive as meaningful in two different contexts of language learning: L2 versusL3. Although unique, these two processes exhibit a fair degree of homogeneity, for example in terms of one`s coping potential as the major appraisal value both in L2 and L3 learning and growing negativity about language learning in later stages of life in L3 learning.

Abstract

Clethodim herbicide (Cle) and three Trichoderma strains (Tri) were applied either alone or in combination (Cle + Tri) for controlling weeds, root knot nematodes (Meloidogyne arenaria) and Rhizoctonia root rot disease (Rhizoctonia solani) as well as for evaluating their effects on total microbial count in the rhizosphere and the number of Rhizobium nodules on roots in two faba bean cultivars cultivated in naturally heavily infested fields. The evaluated characters were very similar for the two tested cultivars (Nubariya 1 and Sakha 3). Treatment with Cle alone highly reduced the fresh and dry matter of tested weeds (Amaranthus viridis, Cynodon dactylon and Cenchrus ciliaris), followed by Cle + Tri and Tri alone. Cle + Tri highly reduced nematode parameters viz. numbers of J2 in soil or roots, females, eggs, galls and egg-masses when compared with each treatment alone. Tri alone caused a great decrease in Rhizoctonia root rot infection, followed by Cle + Tri and Cle alone. Total microbial count and Rhizobium nodules were affected only with Cle treatment. Plant growth parameters (shoot length, shoot fresh and dry weight and numbers of branches and leaves) and yield parameters (fresh pod and dry weight, seed number per pod, seed weight and ash pod weight of plant) were greatly improved for Cle + Tri treatments when compared with either Tri or Cle alone.

Abstract

It has already been well established that long exposure to low doses of pesticidesis linked to consumer risks. So, this study purposed to investigate the amounts of pesticide residues and potential health risks associated with them. The risk assessment was determined by two methods: 1. Pesticide toxicity index (PTI) depending on the maximum residue limit (MRL) to calculate the hazard quotient (HQ); 2. Health risk assessment (HR) using acceptable daily intake (ADI) and estimated daily intake (EDI) to calculate the health index (HI). Pesticide residues were estimated in 176samples of the most popularly consumed vegetables collected from major retailers and markets in Dakahlia, Egypt (during 2018). There were 111 samples contaminated with pesticide residues (63.1%), of which 29 samples (16.48%) were higher than the maximum residue limits (MRL).Residues of 23 compounds were found in the analyzed samples, of which chlorpyrifos was the most frequentin 33 samples (18.75%);while cypermethrin was the lowest (detected in one sample). According to WHO toxicity classification, 12 of the detected pesticides were moderately hazardous (class II), seven pesticides belonged to class III (slightly hazardous), three compounds were found in class U (unlikely to pose an acute hazard with normal use), while carbofuran is a highly toxic compound (class Ib). Also, the obtained data revealed that, the HI’s for the individual pesticides ranged from 0.0018 to 64.0% of ADI indicates no risk of adverse effects following exposure to the individual pesticides. The cumulative exposure amounts (PTI values) ranged from 1.58 in snake cucumber to 128.44 in potato tubers, indicating that, the combined risk index of pesticide residues was a significant health risk for consumers according to the individual risk index.It can be concluded that there is a need for strict regulation and regular monitoring of pesticide residues in foodstuff for consumers’ health protection.

Abstract

The fumigation toxicity of Melaleuca alternifolia (Maid. & Betche) Cheel. (Myrtales: Myrtaceae) essential oil and its major fractions was studied under laboratory conditions against adults of Sitophilus oryzae L. (Coleoptera: Curculionidae) to protect wheat grains ( Triticum aestivum L.) (Poales: Poaceae) from this global pest that destroys the host plant during storage. By analyzing M. alternifolia essential oil (EO) using GC/MS terpinen-4-ol and γ-terpinene were detected as major components. In the fumigation toxicity, M. alternifolia EO showed the highest toxicity (LC50 = 0.31 μl · l–1 air), followed by terpinen-4-ol (LC 50 = 23.65 μl · l–1 air) and γ-terpinene was the least toxic (LC 50 = 43.55 μl · l–1 air). When tested for their insecticidal activities against S. oryzae in stored wheat, no progeny emerged after 3 months of treatment with M. alternifolia EO at 10 mg · g–1 or with terpinen-4-ol and γ-terpinene for 2 months. However, none of these compounds could protect wheat grain from damage throughout the entire study period (4 months). Interestingly, all tested compounds at the highest application rate did not show any phytotoxic effects after 4 months of storage.

Abstract

The problem of flood vulnerability has been reviewed in several studies, however, the reviews focused exclusively either on the social or on the physical component of the problem. The components of flood vulnerability are interdependent and each of them makes an equally important contribution to the flood vulnerability index. This study identifies and evaluates the integrated flood vulnerability index ( FVI) of an area by considering its multiple components (social, economic, and environmental). The Analytic Hierarchy Process (AHP) method was applied to evaluate the weight of each component. The evaluation was based on the judgements of experts working at local government policy- making agencies. The input data for the AHP were acquired through a questionnaire survey. Eleven indicators that delivered significant results were then selected. The FVI results show high flood vulnerability at the local scale. The FVI provides the basis for the identification of villages with high vulnerability indices. The results provide essential information about pluvial flood vulnerability at the local scale, about the area with the highest vulnerability index, and the most vulnerable villages. The results also show that the components that have a significant impact on the flood vulnerability index include environmental components (43.4%), social components (28.5%), and physical components (28.1%).

Abstract

The paper presents the concept and deployment of the agro-hydro-meteorological monitoring system (abbrev. AgHMM) created for the purposes of operational planning of regulated drainage and irrigation on the scale of a drainage/irrigation system (INOMEL project). Monitoring system involved regular daily (weekly readings) measurements of agrometeorological and hydrological parameters in water courses at melioration object during vegetation seasons. The measurement results enable an assessment of the meteorological conditions, moisture changes in the 0-60 cm soil profile, fluctuations of groundwater levels at quarters and testing points, also water levels in ditches and at dam structures, and water flow in water courses. These data were supplemended by 7-day meteorological forecast parameter predictions, served as input data for a model of operational planning of drainage and subirrigation at the six melioration systems in Poland. In addition, it was carried out irregular remote sensing observations of plant condition, water consumption by plants and soil moisture levels using imagery taken by unmanned aerial vehicles and Sentinel’s satellites. All the collected data was used for support operational activities aimed at maintaining optimal soil moisture for plant growth and should to provide farmers with high and stable yields. An example of the practical operations using the AgHMM system in 2019 is shown on the basis of the subirrigation object at permanent grasslands located in central Poland called “Czarny Rów B1”.

Abstract

Reaction kinetics of acetic anhydride hydrolysis reaction is being studied at a fixed reaction temperature and ambient pressure using an isoperibolic reaction calorimeter. Temperature versus time data along with heat and mass balance is used to determine the kinetics parameters i.e. activation energy and Arrhenius coefficient. It has been studied with the varying volumetric ratio of acetic anhydride and water; and kinetics parameters were compared and plotted for each ratio. Such a study has not been done previously to determine the kinetics dependency on varying the acetic anhydride water ratio. As the acetic anhydride hydrolysis reaction is exothermic in nature, the present study will help to decide the safe and suitable operating conditions such as concentration and temperature for conducting this reaction at plant scale. The kinetic data presented can be used further for the mathematical modeling and simulation of such exothermic hydrolysis reactions.

Abstract

The objective of this research was to evaluate the adsorption capacity of the shell biomass ( Dioscorea rotundata), taking into account the impact of temperature, bed height, and particle size on the removal of nickel(II) ions in aqueous solution in a continuous fixed-bed column system; performing the modelling of the break curve. The biomass was characterised by SEM-EDS analysis. The analysis found that it represents a rough, heterogeneous structure, rich in carbon and oxygen, with mesopores, and is suitable for removing heavy metals. It also determined the optimum parameters of the bed height, particle size, and temperature, keeping the pH and the initial concentration of the solution constant. The results revealed that the bed height and the particle size are the two most influential variables in the process. Ni(II) removal efficiencies range between 85.8 and 98.43%. It was found that the optimal conditions to maximise the efficiency of the process are temperature of 70°C, 1.22 mm particle size, and 124 mm bed height. The break curve was evaluated by fitting the experimental data to the Thomas, Adams–Bohart, Dose–Response, and Yoon– Nelson models, with the Dose–Response model showing the best affinity with a coefficient of determination R2 of 0.9996. The results obtained in this research showed that yam shell could be suggested as an alternative for use in the removal of Ni(II) ions present in an aqueous solution in a continuous system.

Abstract

This work deals with the analysis of elasto-plastic post-buckling state of rectangular laminated plates subjected to combined loads, such as uniform compression and shear. The plates are built of specially orthotropic symmetrical layers. The analysis is carried out on the basis of nonlinear theory of orthotropic plates involving plasticity. The solution can be obtained in the analytical-numerical way using Prandtl-Reuss equations. The preliminary results of numerical calculations are also presented in figures.

Abstract

This study introduces a robust strategy for regulating output voltage in the presence of false data injection (FDI) attacks. Employing a hierarchical approach, we disentangle the distributed secondary control problem into two distinct facets: an observer-based resilient tracking control problem and a decentralized control problem tailored for real systems. Notably, our strategy eliminates the reliance on global information and effectively mitigates the impact of FDI attacks on directed communication networks. Ultimately, simulation results corroborate the efficacy of our approach, demonstrating successful voltage regulation within the system and proficient management of FDI attacks.

Abstract

The paper presents the test description and results of thermal bowing of RC beams exposed to non-uniform heating at high temperature. Bending of a non-uniformly heated element is caused by free thermal elongation of the material it is made of. The higher the temperature gradient, the greater the bending. In the case when an element is exposed to load and high temperature simultaneously, apart from free bending also deformation of the RC element may occur, which is caused by the decrease of the concrete or reinforcing steel mechanical properties. In order to examine the contribution of the deflection caused by thermal bowing to the total deformation of the bent element with a heated tension zone, an experimental study of freely heated (unloaded) beams was performed. RC beams were heated: (1) on three sides of the cross-section or (2) only on the bottom side. Deflection of elements loaded by a substitute temperature gradient was calculated using the Maxwell-Mohr formula. The test results show that deflection of freely heated RC beams (caused by the thermal bowing phenomenon) can be 10 to 20% of the total deflection of loaded RC beams with a heated tension zone.

Abstract

Life cycles,number of eggs per female,minimal adult female length and reproductive costs are presented for 18 species of Amphipoda from the West Spitsbergen area, 77 –79 °N. Fifteen species incubated eggs during the polar night and released their offspring in early April. Three species incubated eggs from late spring till late summer. The appearance of the youngest juveniles, indicating the hatching period, is presented for 63 species. Most of the species studied were K strategists, with large eggs of over 1 mm diameter; only one species (Hyperoche medusarum ) was r – strategist.

Abstract

Net phytoplankton was studied in 10 stations situated west of Elephant Island along three transects located in the Scotia Front zone and in 2 stations situated in the eastern Bransfield Strait. Altogether 70 algal taxa were identified. Phytoplankton density and seston biomass were the highest in stations neighbouring the Scotia Front from the south. In the Scotia Front region Corethron criophilum was a dominant species. Phytoplankton community of the region is rather uniform, however the closer comparison of the phytoplankton species composition allowed to distinguish 4 stations groups. This division is concordant with the hydrological one. A different phytoplankton community was recorded in the eastern part of the Bransfield Strait.

Abstract

In this paper our results of investigation on a pump power combiner in a configuration of 7×1 are presented. The performed combiner, with pump power of 80–85% transmission level, was successfully applied in a thulium doped fibre laser. The performed all-fibre laser setup reached a total CW output power of 6.42 W, achieving the efficiency on a 32.1% level

Abstract

I investigate Husserl’s long-term research on revealing/constructing a proper idea of science. For Husserl this idea was of tremendous importance: it had to be the basis of forming a (the) proper philosophy (phenomenology), that is, a philosophy which was to be an exact science, a new and higher form of science. According to Husserl, the idea of science is not a free project of individual researchers, scientific communities, but the very essence of science—changeless, universal, nontransformable, non-culturally and socially loaded, ahistorical, and non-relativized to scientific praxis. It was attempt to determine a new status of philosophy which led Husserl’s to the consideration of a universal idea of science.

Abstract

Spalanie odpadów komunalnych w domowych piecach to problem, z którym boryka się wiele polskich samorządów. Zarządzanie procesami zwalczania i zapobiegania tym zjawiskom jest niezwykle trudne, ponieważ przepisy prawne oraz wymagania jednostek samorządu terytorialnego są niejednoznaczne. Kolejnym istotnym problemem jest stosowanie różnego rodzaju dodatków do paliw stałych. Często dodatki te, pomimo wysokich walorów energetycznych, nie powinny zostać poddane procesowi spalania przez indywidualnych użytkowników z powodu warunków technicznych procesu spalania w indywidualnych urządzeniach grzewczych. Z punktu widzenia użytkownika przy obowiązujących uwarunkowaniach prawnych nie ma możliwość zweryfikowania składu paliwa na etapie zakupu. Podjęta w artykule tematyka wskazuje na przyczyny zjawiska i podkreśla potrzeby wdrożenia modelu identyfikacji. W pracy szczegółowo omówiono diagnozę aktualnej sytuacji w zakresie interesariuszy przedsięwzięcia z uwzględnieniem ich potrzeb, oczekiwań przy uwzględnieniu obowiązujących przepisów prawnych. W artykule wskazano możliwości w zakresie potencjalnych technik identyfikacji domieszek w materiałach opałowych, co pozwoli uzyskać skuteczne narzędzie jednoznacznie określające skład i czystość materiału opałowego oraz co istotniejsze produkty ich spalania. Ponadto przeanalizowano techniki umożliwiające weryfikację spalania i/lub współspalania odpadów komunalnych przez indywidualne urządzenia grzewcze, podkreślając wybrane modele koncepcji. W pracy wskazano na istotny element wdrożenia, którym jest ocena skuteczności. Zakłada się, iż z punktu widzenia założonego celu i przeprowadzonej analizy otoczenia wdrożenia zarówno po stronie interesariuszy, jak i wymagań prawnych, zaproponowany model koncepcji będzie skutecznym elementem poprawy jakości powietrza w zakresie eliminacji procederu nielegalnego spalania, termicznego przekształcania odpadów komunalnych przez użytkowników palenisk domowych oraz wskazania, czy paliwo stałe stosowane do spalania nie stanowi mieszaniny paliwa legalnego z dodatkami nieznanego pochodzenia.

Abstract

The aim of the article is to determine the main factors responsible for development of Podkarpackie Voivodeship in the last 15 years and to answer the question whether they were suffi ciently strong impulse to divert the region from its development model. The main method used for identifying the factors that determine the development of the region was individual, in-depth interviews with the main actors on the regional scene, supported by desk research analysis (of the voivodeship’s strategic and operational documents) and statistical data analysis (Central Statistical Office and Eurostat). The research highlights the importance of the immobile and intangible development factors – a high quality of strategic thinking of local and especially regional authorities and consistent implementation of development policies, a high level of social capital, extensive networks and the ability to co-operate – which have helped to eliminate the limitations resulting from the weakness of other factors.

Abstract

The study concerns the functioning of disabled learners at the level of higher education. The period of university studies is usually associated with the change of the life routine practised so far. The changes comprise various fields and bring about the adjustment to new roles. This stage is a chance for becoming independent, for specifying one’s position in the group, for shaping one’s own “young adult world view”18. The article is aimed at presenting the typology of disabled students based on an analysis of the behaviour which they show as members of the academic community. The sources of these behaviour patterns can be sought in various interpersonal and intrapersonal factors resulting from the individual’s character. The presented authorial typology has been presented also in reference to the Personality Traits Theory formulated by Costa and McCrea. This has allowed for broadening this typology with some particular subtypes.
