Barwne historyczne dzieje klientelizmu jako fenomenu społecznego zawsze miały ścisły związek z władzą polityczną, jej zdobywaniem, podtrzymywaniem i sprawowaniem. Dotyczy to każdego szczebla władzy. Klientelizm jako aktywność niepenalizowana może sprzyjać działaniom pozaprawnym, których celem jest czasami nieuprawnione wpływanie na wyniki rozgrywek wyborczych. W artykule wskazano, jak relacje klientalne na poziomie gmin mogą łączyć się z nieuprawnionym wpływem na losy starć wyborczych w wyborach gminnego organu wykonawczego. W tym celu zaprezentowano wybrane strategie aktorów gminnych, których podstawą jest klientelizm i które wdrażane są w celu modyfikacji wyników wyborów gminnych włodarzy. Artykuł kończy dyskusja w zakresie możliwości wykrywania naruszeń wyborczych za pomocą analiz tzw. bliskich wyborów w schemacie regresji nieciągłej (Regression Discontinuity Design – RDD).
Celem artykułu jest wyjaśnienie mobilizacji wyborczej i zwiększonego uczestnictwa w wyborach parlamentarnych, przeprowadzonych w Polsce jesienią 2019 roku. Frekwencja wyborcza po raz pierwszy w historii postkomunistycznej Polski przekroczyła w nich 60%. Pytania badawcze i hipotezy dotyczą wzrostu frekwencji, (rosnącej) stabilności wyborczej i/lub rosnącej mobilizacji, a także mechanizmów (poziomu makro i mikro) wyjaśniających obserwowane zjawisko. Ustalenia empiryczne potwierdzają (w znacznej części) postawione hipotezy. Frekwencja wyborcza w 2019 roku wzrosła na skutek „zatrzymania” w procesie wyborczym wyjątkowo wielu (jak na polskie warunki) wyborców, a także na skutek szerokiej mobilizacji osób dotychczas niegłosujących. Oba zjawiska miały związek z postępującą polaryzacją polityczną, zwiększającą się rywalizacyjnością wyborów i rosnącą identyfikacją partyjną elektoratów. Procesy te w części były efektem podmiotowego sprawstwa aktorów działających na polskiej scenie politycznej, a w części produktem „strukturalnych” fenomenów, dziejących się poza wolą i kontrolą tychże.
Wizerunek/postrzeganie partii politycznej (PPP) należy do konstruktów, których zawartość oczekuje na taksonomię naukową. Brak konsensu wśród badaczy co do uniwersalnych kulturowo wymiarów PPP i narzędzi do ich pomiaru uniemożliwia systematyczną kumulację wiedzy na temat determinantów PPP i jego wpływu na decyzje wyborcze. Celem prezentowanych badań leksykalnych jest weryfikacja pięcioczynnikowej struktury PPP i walidacja skal do jego pomiaru. Artykuł przedstawia wyniki sześciu badań przeprowadzonych na polskich wyborcach w latach 2011–2019. Wyniki wskazują na wysoką stabilność pięcioczynnikowej struktury PPP na poziomie różnic indywidualnych (wyborcy) w wymiarach osobowościowych i pozaosobowościowych. Opracowane narzędzie pomiaru PPP cechują satysfakcjonujące wskaźniki psychometryczne oraz wysoka moc wyjaśniająca preferencji politycznych wyborców. Omówiono ograniczenia wynikające z różnych możliwych poziomów analizy struktury wizerunku partii na poziomie wyborcy versus partie.
W artykule analizujemy preferencje polityczne młodych ludzi, które wiążą się z ich aktywną obecnością po prawej stronie politycznej sceny. Interesuje nas, jakie poglądy, postawy i jakie oceny sytuacji przed i po wyborach parlamentarnych 2015 roku reprezentują młodzi Polacy deklarujący sympatie wobec prawicy lub oddający głos na ugrupowania prawicowe. Czym jest prawicowość jako pewien system poglądów młodego pokolenia i jak on się ma do prawicowości rozumianej politologicznie (jako konserwatywne poglądy obyczajowe i liberalne poglądy ekonomiczne)? W artykule dokonujemy teoretyczno-politycznej konceptualizacji kategorii prawicy politycznej, a następnie konfrontujemy ją ze społecznymi wyobrażeniami o differentia specifica prawicowości. Uwagę skupiamy na prawicowości młodych ludzi odtwarzając jej obraz na podstawie danych, zwłaszcza na wynikach własnych badań z 2016 roku. Analizujemy zachowania i motywacje wyborcze badanej grupy, poglądy na gospodarkę, kwestie socjalne, państwo, tożsamość wspólnotową, stosunek do działań opozycji politycznej i niezależności sądownictwa konstytucyjnego. Wyniki analiz pokazują, że wielu młodych wyborców, głosujących na prawicę, wcześniej należało do wyborców niezdecydowanych, poszukujących politycznych identyfikacji. Przede wszystkim jednak pokazują, czym jest prawicowość młodego pokolenia, ukazują jej płynny, niekoherentny i eksploracyjny w dużej mierze charakter oraz możliwe polityczne przepływy i znaczenie.
This paper presents a model of scheduling of multi unit construction project based on an NP-hard permutation flow shop problem, in which the considered criterion is the sum of the costs of the works' execution of the project considering the time of the project as a constraint. It is also assumed that each job in the units constituting the project may be realized in up to three different ways with specific time and cost of execution. The optimization task relies on solving the problem with two different decision variables: the order of execution of units (permutation) and a set of ways to carry out the works in units. The task presented in the paper is performed with the use of a created algorithm which searches the space of solutions in which metaheuristic simulated annealing algorithm is used. The paper presents a calculation example showing the applicability of the model in the optimization of sub-contractors' work in the construction project.
Article deals with the problem of technology selection for construction project. Three criteria were proposed: cost, time and technological complexity. To solve the problem, fuzzy preference relations were used. Authors present an algorithm supporting multi-criteria decision-making process. The algorithm creates fuzzy preference relations on the basis of the fuzzy comparison: “xᵢ is better than xj”.Then, with the use of criteria weights it creates general fuzzy preference relation, finds all non-dominated (admissible) alternatives and the best one among them. The algorithm consists of 7 steps. Authors show application of the proposed algorithm – example calculations.
The paper presents the application of the Analytic Hierarchy Process technique to evaluate and choose the best alternative for acquiring hard coal for energy purposes by a potential Investor operating in the mining and energy sector. Six different sources supposed to provide hard coal were analysed, each of which might ensure a secure and independent supply of the material to the newly built coal-fired power plant. When choosing the best decision alternative, the positive and negative impacts of alternatives were considered through the BOCR analysis: benefits (B), opportunities (O), costs (C) and risks (R) analysis. For this purpose, 4 independent hierarchical models were developed. Different models have the same decision alternatives assessed, but they differ in criteria used to develop the models. In each of the models, in accordance with the AHP rules, were calculated final, global weights for the alternatives being assessed. Showing the best alternative was possible by applying the multiplicative formula (B ź O)/(C ź R), which value was used to rank and choose the best alternative from all assessed ones. The best decision alternative is the alternative where the (B ź O)/(C ź R) ratio is the highest.
This article is an attempt to look at how individual freedom is realized in the world of consumption. Consumer freedom understood as a social relationship – and not for example as a gift received from God and the ability to make independent choices between good and evil according to one’s free will – is not a given once and for all. In the case of consumer freedom, some people have this type of freedom, while others are deprived of it, which often results in moral evil. Freedom in a world where ‘a menu replaces the Decalogue’ is first and foremost a freedom to consume, a freedom of those who have the appropriate material means to make use of them. Therefore, it is not a gift given once and for all, but it requires from us – free consumers – constant activity in acquiring funds that allow us to meet the needs of ownership. It only pretends to be accompanied by freedom of choice but in fact is not. Freedom in the world of consumption is implemented mainly in the sphere of everyday life practice and it does not constitute the implementation of any lofty philosophical ideas. It is an impoverished form without proper theoretical foundation. The problem is whether in the world of consumption there is any freedom at all. Unfortunately, most often we only have an illusion of freedom, because choosing to participate in it (more or less consciously), we agree to its prevailing rights. One of the most important rights in the domain of consumption implying is freedom of consumption, or ironically speaking, the free-dom to choose between Coca Cola and Pepsi. But even in its narrow application consumer freedom does not seem to realize any moral good. It is true that various attempts are being made to codify the ethical activity of consumers, traders, producers, etc., but this has nothing to do with the real moral dimension of actions, concerning instead instrumental and performative aspects of those actions by sustaining unreflective choice automatisms.
