When a frequency domain sensor is under the effect of an input stimulus, there is a frequency shift at its output. One of the most important advantages of such sensors is their converting a physical input parameter into time variations. In consequence, changes of an input stimulus can be quantified very precisely, provided that a proper frequency counter/meter is used. Unfortunately, it is well known in the time-frequency metrology that if a higher accuracy in measurements is needed, a longer time for measuring is required. The principle of rational approximations is a method to measure a signal frequency. One of its main properties is that the time required for measuring decreases when the order of an unknown frequency increases. In particular, this work shows a new measurement technique, which is devoted to measuring the frequency shifts that occur in frequency domain sensors. The presented research result is a modification of the principle of rational approximations. In this work a mathematical analysis is presented, and the theory of this new measurement method is analysed in detail. As a result, a new formalism for frequency measurement is proposed, which improves resolution and reduces the measurement time.
The article confronts key notions framing our understanding of modernity, such as rationality, knowledge, freedom and democracy, opening the space of a critical interpretation undermining the superficial take on modernity as an embodiment of integrity, putting together the noble principles of knowledge and liberty. Drawing on the thought of Max Weber, exploring the symbolism of his metaphor of “iron cage of rationality”, the article emphasizes a paradoxical sense of the experience of modernity. In concluding statements it defies and calls into question a standard reading of democracy, viewed as an embodiment of freedom and rational self-definition.
In many research studies it is argued that it is possible to extract useful information about future real economic activity from the performance of financial markets. However, this study goes further and shows that it is not only possible to use expectations derived from financial markets to forecast future economic activity, but that data about the financial system can be used for this purpose as well. This paper sheds light on the ability to forecast real economic activity, based on additional and different financial variables than what have been presented so far.
The research is conducted for the Polish emerging economy on the basis of monthly data. The results suggest that, based purely on the data from the financial system, it is possible to construct reasonable measures that can, even for an emerging economy, effectively forecast future real economic activity. The outcomes are proved by two different econometric methods, namely, by a time series analysis and by a probit model. All presented models are tested in-sample and out-of-sample.
The Walters critique of EMU presumed that pro-cyclical country-specific real interest rates would incorporate significant macroeconomic instability in an environment of asymmetric shocks. The literature on optimum currency areas suggests a number of criteria to minimize this risk, such as market flexibility, high degrees of openness, financial integration or similarity in inflation rates. In this paper, we argue that an essential part of macroeconomic volatility in a monetary union’s member country also depends on the mechanism of forming expectations. This is mainly due to (i) the construction of ex ante countryspecific real interest rate, implying a strong or weak negative correlation with current inflation rate and (ii) anticipated (and hence smoothed) loss in competitiveness and boom-bust cycle. In a 2-region 2-sector New Keynesian DSGE model, we apply 5 different specifications of ex ante real interest rates, based on commonly considered types of expectations: rational, adaptive, static, extrapolative and regressive, as well as their hybrids. Our simulations show that rational expectations dominate the other specifications in terms of minimizing the volatility of the most macroeconomic variables. This conclusion is generally insensitive to which group of agents (producers or consumers) and which region (home or foreign) forms the expectations. It also turns out that for some types of expectations the Walters critique indeed applies, i.e. the system does not fulfil the Blanchard-Kahn conditions or the system’s companion matrix has explosive eigenvalues.
The present paper is mainly aimed at introducing a novel notion of stability of nonlinear time-delay systems called Rational Stability. According to the Lyapunov-type, various sufficient conditions for rational stability are reached. Under delay dependent conditions, we suggest a nonlinear time-delay observer to estimate the system states, a state feedback controller and the observer-based controller rational stability is provided. Moreover, global rational stability using output feedback is given. Finally, the study presents simulation findings to show the feasibility of the suggested strategy.
The article presents the socio-environmental policy of the selected entities operating in the rock raw materials industry. Integrated reports prepared by mining entrepreneurs may be a source of verification of the “raw materials policy”, identified as a manifestation of the care of these entities for the environment and society. Rational deposit management is closely related to the raw material policy. The preparation of integrated reports is compulsory from as of January 2017 (in accordance with Directive 2014/95/EU) for large companies in the EU. These are companies that fulfil the criterion of the number of employees (500 persons for public interest entities required under the Directive to extend non-financial information) and the balance sheet total (>EUR 20 million EUR) or net income (>EUR 40 million EUR). This obligation mainly applies to mining enterprises involved in mining and processing hard coal, lignite or copper ore. The mining of non-energy raw materials is no less important. The rock raw materials are used, among others, in road construction, railways or construction, in the form of aggregates, and stone elements, and also in the paper, cosmetic and ceramic industries. The article aims to analyseanalyze the socio-environmental policy of mining entrepreneurs dealing with the exploitation of rock raw materials in accordance with latest GRI guidelines (Global Reporting Initiative – G4). The scope of activities was compared in accordance with the principles of sustainable development of three large companies operating in the Polish mining industry: Cemex, Górażdże Heidelberg Cement Group and Lafarge. They compared the extent to which and the form in which non-financial data are is presented. It was presented and included which of the mentioned companies take into account the full value chain in the reporting process, from mining operations to processing and sale products, into account.
As it is found in the related published literatures, the transfer function (TF) evaluation method is the most feasible method for detection of winding mechanical faults in transformers. Therefore, investigation of an accurate method for evaluation of the TFs is very important. This paper presents three new indices to compare the transformer TFs and consequently to detect the winding mechanical faults. These indices are based on estimated rational functions. To develop the method, the necessary measurements are carried out on a 1.3 MVA transformer winding, under intact condition, as well as different fault conditions (axial displacement of winding). The obtained results demonstrate the high potential of proposed method in comparison with two other well-known indices. Additionally, two important methods for describing TFs by rational functions are studied and compared in this paper.
Główne prace Leona Koja dotyczyły problemów semiotyki, logiki, filozofii języka, filozofii umysłu, etyki. W wielu z nich są odniesienia do warunków osiągnięcia porozumienia. Dotyczą one: 1. warunków logicznych, 2. warunków metodologicznych, 3. warunków etycznych, 4. warunków semiotycznych. Artykuł poświęcony jest określeniu tych ostatnich warunków. Pokrótce zostaną omówione podstawowe pojęcia semiotyczne obecne w pracach Leona Koja. Na gruncie założeń Koja koncepcji semiotyki określone zostaną pojęcia określające warunki efektywnej realizacji procesu komunikowania się i jego podstawowe funkcje.
Autor przedstawia sposób filozofowania Bogusława Wolniewicza. Kolejno omawia źródła jego filozofowania, cele, jakie sobie stawiał, jego racjonalizm oraz metodę unaukowienia filozofii, jego odniesienie do historii filozofii i filozofii merytorycznej, sposób prowadzenia zajęć dydaktycznych, a na koniec pracę nad tekstem. Te prezentację w wielu punktach wzbogaca o elementy metafilozofii własnego autorstwa.
Realizowany od lat 80. XX w. program „odbudowy miasta” zakłada uspołecznienie programów reform i polityki miejskiej. Celem artykułu jest ukazanie, jak program Krajowej Polityki Miejskiej przechwytuje i asymiluje ideały „bycia razem” (wspólnego bycia) wypracowane przez ruchy miejskie. Rządowe programy widzą w społeczeństwie „innowację” i nieuwzględniany wcześniej potencjał w planach rozwojowych. Dokonują „operacjonalizacji” ideałów i postulatów ruchów miejskich w taki sposób, by uczynić społeczeństwo nowym zasobem rozwoju ekonomicznego. Asymilacja i translacja roszczeń oraz ideałów ruchów miejskich przez programy rządowe zarządzania miastem staje się elementem nowej politycznej racjonalności.
Artykuł przedstawia jeden z mechanizmów kształtujących decyzje polityczne we współczesnych systemach demokratycznych, nazwany „demokracją ad hoc”. Polega on na podejmowaniu decyzji politycznych, przyjmujących postać uregulowań o charakterze ogólnym i abstrakcyjnym, na podstawie przesłanek o charakterze jednostkowym. Po zdefiniowaniu i określeniu istoty demokracji ad hoc ukazano typowy przebieg oraz przykłady ilustrujące, jak również wskazano na najważniejsze konsekwencje jego występowania. W dalszej części zanalizowano mechanizmy prowadzące do wytwarzania się demokracji ad hoc. Przedstawione wyjaśnienie zakłada, że podstawowym jej źródłem jest interferencja wewnętrznie niespójnych logik działania trzech podmiotów funkcjonujących w sferze polityki: mediów relacjonujących wydarzenia polityczne, społeczeństwa formułującego oczekiwania wobec systemu politycznego oraz decydentów politycznych działających w obrębie tego systemu. Na koniec postawiono hipotezę mówiącą, iż na oddziaływanie demokracji ad hoc szczególnie silnie są narażone systemy społeczne w fazie nasilonych zmian i procesów demokratyzacyjnych. Hipoteza ta została uzasadniona i uprawdopodobniona przez wskazanie przesłanek odnoszących się do Polski w okresie transformacji systemowej.
W niniejszym tekście autorka próbuje rozwikłać paradoks ukryty w stwierdzeniu Bogusława Wolniewicza, który określał się jako „rzymski katolik niewierzący”. Najpierw zostaje ukazane, (1) w jaki sposób Wolniewicz rozumiał źródła religii, następnie (2) jak określał „minimum” chrześcijaństwa. Autorka zastanawia się, (3) czy można pogodzić jego tak wyraziste poglądy na temat eutanazji z nauką Kościoła oraz (4) etyką ewangeliczną. Na koniec (5) autorka szuka zbieżności między racjonalizmem tychicznym Wolniewicza a chrześcijaństwem.
W pismach Bogusława Wolniewicza tkwi filozoficzny system. Należy go wydobyć – poprzez rekompozycję dzieła, które jawi się jako rozdrobnione na 600 publikacji i audycji. Jest to system typu pitagorejsko-manichejskiego, albo mówiąc inaczej, leibnizjańsko-augustyńskiego. Profesor określał swoją filozofię merytorycznie jako racjonalizm tychiczny. Głosi on, że światem i człowiekiem
włada los (zwłaszcza natura ludzka, z rysem także diabelskim), a rozum – pozwalający dzięki logice świat odwzorować – świadom jest swej znikomości wobec świata bezkresu. Stanowisko takie pozostaje w myśli współczesnej rzadkością, choć nie jest nią w skali dziejów; jest w wyraźnej opozycji do dominujących dziś racjonalizmu scjentystycznego i irracjonalizmu. Z tego powodu – tj. bezsensowności wielu swych tez dla oponentów – niewidoczna staje się spójność logiczna i ekstensywność zakresowa, składające się na system filozoficzny Wolniewicza. Fundamentem systemu Wolniewicza jest metafizyka sytuacji, wzięta od Wittgensteina, chociaż znacznie rozbudowana. To rozbudowanie nie stanowi wszak największego osiągnięcia Wolniewicza. Metafizyka sytuacji to organon
– narzędzie myślenia tylko, służące wydobyciu najistotniejszych i najbardziej skrytych prawd o świecie. Dzięki niemu i nowoczesnej logice styl myślowy Wolniewicza szerszy jest od tradycyjnych: na przykład, mieści w sobie zarówno chrześcijańską aksjologię i antropologię, jak i socjologię Marksa. Budzi to zdziwienie i opór myślących zachowawczo, a nie powinno. „Prawda zawsze
zgadza się z prawdą” – mówi Wolniewicz. U Wolniewicza liczy się cały system, a w nim głównie obiektywistyczna i absolutystyczna filozofia wartości oraz pesymistyczna filozofia człowieka (obie chrześcijańskiej proweniencji). System Wolniewicza można sobie wyobrażać na podobieństwo katedry o wielu wieżach, konsekwentnie budowanej przez niemal 70 lat z licznych i precyzyjnych tez. Główne wieże – to ontologiczno- teologiczna, antropologiczna i aksjologiczna (filozofii praktycznej, objawiająca powinności człowieka); pozostałe kilkanaście mniejszych odpowiadałoby subdyscyplinom – jak epistemologia, filozofia kultury, filozofia religii, estetyka itp. Da się powiedzieć krótko: metafizyczność filozofii Wolniewicza sprowadza się do uznawania wybranych klasycznych oraz formułowania oryginalnych własnych sądów syntetycznych a priori. Zawarte są one w strukturze logicznej języka, a język – w strukturze ludzkiego genotypu (DNA). Do najogólniejszych prawd o świecie można zatem dotrzeć by continuous thinking, chociaż to przywilej szczególnego geniuszu. Oryginalność i wielkość Bogusława Wolniewicza leżą w jego systemie; należy on do koryfeuszy rozumu teoretycznego i zarazem rozumu praktycznego swojej epoki.
The article treats about a forgotten play Zaduszki (All Souls’ Day) by Stefan Grabiński, widely known as the author of fantastic literature and horror stories. The play Zaduszki consists of three parts: 1. Strzygoń. Klechda zaduszna; 2. W dzień zaduszny; 3. Sen Krysty. Misterium zaduszne. First of them is written in folk dialect. The second one, sometimes named „the longest one-act play ever staged in Polish theatre”, considers a problem of a fault and a punishment. The third one, similarly to the first one, presents folk beliefs in supernatural phenomena which take place on All Souls’ Day. Moreover, it partly resembles a mystery play. Although the trilogy got an unfavourable reception (it was shown only seven times in Juliusz Słowacki Theatre in Kraków), it may be considered as an ambitious attempt to match the heritage of Stanisław Wyspiański – according to Grabiński, the greatest authority in the field of theatre.
Contrary to a widespread thesis about the non-cognitive character of religious beliefs, I argue that it is beneficial to highlight and not marginalize the place of religion in the epistemic sphere. At least some religious beliefs (especially theism) can be qualified as true or false. Holding them as true is usually based on the evidence which is not widely accepted. This, however, does not entail that these beliefs are not true. If they are true, then holding them to be true should be seen as rational, despite of the fact, that the supporting evidence does not seem to be strong in the light of current epistemic standards of justification. It does not mean, however, that such beliefs can be hold with the highest assertion if they evoke serious doubts. Changes in religious doctrines and religious pluralism do not constitute a sufficient reason for excluding religion from the epistemic sphere, as a similar situation concerns many academic disciplines, such as philosophy, or psychology.
This article introduces and applies two refinements to the algorithm of solving rational expectations models of a currency union. Firstly, building upon Klein (2000), it generalizes the standard methods of solving rational expectations models to the case of time-varying nonstochastic parameters, recurring in a finite cycle. Such a specification occurs in a simple stylized New Keynesian model of the euro area after a joint introduction of (i) rotation in the ECB Governing Council (as constituted by the Treaty of Nice) and (ii) home bias in the interest rate decisions preferred by its members. Secondly, we apply the method of Christiano (2002) to solve the model with heterogenous information sets. This is justified if we argue that the information set of domestic economic agents in a currency union is home-biased (i.e. foreign shocks enter only with a lag). Both methods of solution are illustrated with simulation results.
Studies on the relative toxicity of different bio-rational insecticides against second instar larvae and adults of onion thrips, Thrips tabaci were carried out on Experimental Farm and in the laboratory, Faculty of Agriculture, University of Suez Canal. Eight insecticides Dipel 2x, BioFly, Agrin, BioGuard, Spinosad, Neemix, Mectin and Match were all evaluated for their relative toxicity towards T. tabaci with recommended dose, half of recommended dose and quarter of recommended dose in the laboratory and only recommended dose under field conditions. Spinosad was the most toxic among the tested insecticides followed by Mectin, Match and Agrin when used against thrips adults. The respective values of LC50 of those insecticides were 0.048 cm/l, 0.070 cm/l, 0.079 cm/l and 0.137 g/l. Also, Spinosad was the most effective insecticide against second instar larvae followed descendingly by: Agrin, Match and Dipel 2x. Toxicity index values at LC50 level show such superior efficiency of Spinosad (100%) when applied against adults and second instar larvae of onion thrips under labora tory conditions. All insecticides under field conditions caused reduction of infestations of thrips. For the residual effect post application, all insecticides gave significant reductions in thrips numbers at the 21 day post treatment except for: Agrin and Match. Spinosad, Mectin, Neemix and BioFly gave the best control and continued to suppress thrips populations till 21 days after treatment. Spinosad was non harmful and Dipel 2x, Agrin were slightly harmful, BioGuard was significantly harmful whereas BioFly, Match and Mectin were very harmful to Orius albidipennis.
