Abstract

This article re-examines the notion of “partnership” and its applicability to the relationship between the Japanese government and domestic NGOs in the context of foreign aid. As such, it provides empirical insights on government-non-profit relationship in understudied policy field of foreign aid in East Asian context. Illuminating how governmental financial support for Japanese NGOs has evolved in recent years, the article concludes that whereas “partnership” may be a preferred term of the Japanese government to describe the relationship with Japanese NGOs, the manner in which it is operationalized through selected financial support schemes raises legitimate questions about the validity and applicability of this particular term to the case under investigation. Hence, the chosen financial assistance schemes serve as the lenses through which the article explores and assesses the official “partnership” assertions. In sum, the relationship suffers from shortcomings in terms of mutuality and organizational identity, qualifying both the extent and quality of government-sponsored opportunities for Japanese international cooperation NGOs.

Abstract

This paper examines the patterns of civic participation among Polish migrants in nine European countries. The study is based on an internet survey (with 5000 respondents) and qualitative research with activists and experts. The paper serves two principal research goals: (1) exploring formal civic participation in NGOs of the country of residence among the post-2004 Polish migrants, and (2) establishing the principal predictors of Polish migrants’ involvement in the host-country NGOs. Our research leads to two principal conclusions. Firstly, the level of civic activity before migration constitutes a crucial factor in predicting the propensity to engage with host-country NGOs after migration. Our results suggest a robust country-of-origin effect on the patterns of civic engagement abroad. Secondly, however, the likelihood of civic participation grows with time, i.e., the higher the length of stay, the higher the propensity to participate, suggesting the socialization process towards the host-country civic norms and away from the country-of-origin legacy.

Abstract

The European Commission, continuing its efforts to contribute to the integrated governance of global oceans, promotes harmonization of respective regimes in its Member States. In its assessment of this process in 2019, the Commission stressed in its joint report to the European Parliament and the Council that healthy oceans can exist only if responsibility for this dynamic natural ecosystem is shared not only between states, but also between different kinds of cross-border operating actors and stakeholders. The dynamics of the marine environment shall be reflected in an elastic legal regime based not only on classic legal instruments like conventions and their national implementations, but also on different kinds of soft laws, standards and formal specifications created by representatives of these stakeholders. However, admitting that integrated governance is the long-term goal, the European Union also accepts solutions based on a sectoral approach, as long as they effectively fulfill the duty to protect the marine environment enabling use of the sea for mankind and economical use of the ocean. Such a comprehensive view on the ocean is also the background of the UNCLOS co-operation.
Integrated ocean governance and its mechanisms must then be created and developed by very diverse organisations and institutions, from classical international organizations, through to intergovernmental cooperations at different levels and private organizations. This article summarizes the achievements of practical cooperation of EU mechanisms of ocean governance with non-governmental private organisations, representing the de facto decentralised management of the world oceans. Extended analysis will reveal how climate change is becoming a major long-term driver of ecosystems, bringing together different actors in an integrated, ecosystem-based oceans management approach which highlights the interplay between environmental and economic conditions, and legal mechanisms and their reflections in documents prepared by private organisations.

Abstract

Biodiversity conservation cannot operate in Central Eastern European countries without a well-established monitoring system, that is dependent on the citizen scientists input. Here we analyse, based on a Polish case: (1) The contribution of NGOs to the national nature monitoring scheme and their collaboration with governmental and scientific institutions and (2) the motivation of citizen scientists to volunteer for NGOs’ monitoring activities. The study comprises a focus group interview, 30 in-depth interviews with coordinators, citizen scientists, experts and a 23 days long participant observation of a model NGO. We have assessed the monitoring input of NGOs as being a contributory factor influencing the biodiversity conservation effectiveness. The cooperation between governmental, scientific institutions and NGOs exists, but is dependent on national funding. Although NGOs highlight the lack of coherence in monitoring methodology, they are willing to join the biodiversity monitoring, especially at the European Ecological Network – Natura 2000 sites. On the other hand the trust concerning cooperation with citizen scientists is limited. However, despite this, they still turned out to be trustworthy partners. The most effective way to maintain cooperation with citizen scientists is to create a bond in a group and to provide them with the opportunity to develop their passion for nature. Our findings have shed light on the growing importance of citizen scientists in biodiversity governance, providing recommendations for development of the effective monitoring schemes based on the volunteer work of citizen scientists.

Abstract

The Polish political transformation of 1989 brought significant changes not only on the political and social levels but also on the economic level. The Polish economy, which until then had been a centrally planned economy, had to be rapidly changed into a free market economy. As a result of this, a lot of areas of the economy had to be transformed including the mining industry, especially hard-coal mining. In 1990, there were seventy-one mines in operation in Poland, employing nearly 400,000 people. The process of decommissioning these mines, which continues to this day, began in 1994. Walbrzych coal mines were among the first to be liquidated. Poland has long been dependent on coal for energy production, but the country is facing increasing pressure in the transition to cleaner and more sustainable energy sources in order to reduce carbon emissions and mitigate the effects of climate change in order to fulfil EU climate policy assumptions. Civil society organizations in Poland were associated with the political transformation, as the changes in the system has opened the doors for the social participation in decision-making processes. Civil society organizations in Poland have been actively pushing for policies and initiatives that promote renewable energy, energy efficiency, and the phasing out of coal. However, it should be underlined that the role of civil society in energy transformation is crucial as on the one hand, it should be an advocate of change, but on the other hand, civil society has to take an active part in the discussion on the challenges of the transformation, such a change in the employment structure which is an inevitable consequence of the energy transition. The scope of the paper is to provide a set of tools for the civil society participating in energy transformation processes.
